OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING THE METHODOLOGY FOR MAKING APPOINTMENTS
TO THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
CITIZENS STEERING COMMITTEE
WHEREAS, since 1975 the City of Fort Collins has participated in the
Department of Housing and Urban Development's (HUD) Community Development
Block Grant (CDBG) Program; and
WHEREAS, HUD regulations require a citizen participation plan which
provides for and encourages citizen participation, with particular emphasis
upon persons of low and moderate income who are residents of neighborhoods
with special community development needs, as defined by the local
jurisdiction; and
WHEREAS, the City Council wishes to establish a methodology for making
appointments to a CDBG Program Citizens Steering Committee (CSC) consisting
of neighborhood representatives and persons interested in community
development activities; and
WHEREAS, the purpose of the CSC is to advise the City Council on CDBG
Program matters.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that a thirteen (13) member Citizens Steering Committee be
established and the following methodology be used in making appointments to
the CSC:
1. Six (6) neighborhood representatives, two (2) each from the
Buckingham, Alta Vista and Andersonville (BAVA) ; Holy Family; and Laurel
School Neighborhood Strategy Areas, would be selected by neighborhood
residents at the annual CDBG Program neighborhood meeting.
2. Seven (7) members would be appointed by the City Council through
the boards and commissions selection process.
Passed and adopted at a regular meeting of the City Council held this
4th day of October, 1988.
