HomeMy WebLinkAbout1988-139-09/06/1988-WITHDRAWN RESOLUTION 88- 139 OF THE COUNCIL OF THE CITY OF FORT COLLINS RECOMMENDING A TYPE OF FACILITY FOR THE FORT COLLINS PARKWAY AND AUTHORIZING THE MAYOR AND CITY MANAGER TO PROMOTE THE SAME WHEREAS, the City Council of the City of Fort Collins, Colorado duly adopted on March 17, 1981 a Master Streets Plan for the City pursuant to Section 31-23-206, C.R.S. ; and WHEREAS, said Plan is established for the purpose of identifying existing and master planned streets and highways necessary to accommodate present and future growth and development occurring both within and without the corporate limits of the City; and WHEREAS, said Plan presents a hierarchy of street classifications intended to accommodate present and future traffic volumes anticipated as a result of the orderly growth and development of the City; and WHEREAS, said Plan calls for the future development of a highway to serve as an inter-city truck and auto bypass around the central business district of the the city between U.S. Highway 287 and Interstate 25, hereinafter referred to as the Fort Collins Parkway; and WHEREAS, the Colorado Department of Highways has caused to have studies and environmental impact statements prepared for a parkway project roughly coincident with the proposed alignment of the aforementioned Fort Collins Parkway between U.S. Highway 287 and Interstate 25; and WHEREAS, portions of the Fort Collins Parkway are under construction by the State and are commonly referred to as the LaPorte Bypass; and WHEREAS, the Colorado Department of Highways currently has under preparation a Supplemental -Environmental Impact Statement (S-EIS) for a portion of the Fort Collins Parkway between existing U.S. Highway 287 on the west and Interstate 25 on the east; and WHEREAS, said S-EIS shall formally establish the final alignment of the Fort Collins Parkway between U.S. Highway 287 on the west and Interstate 25 on the east; and WHEREAS, it is anticipated that the Colorado Department of Highways will make such final determination in the near future following public hearings; and WHEREAS, it is the intention of the Council to indicate to the Colorado Department of Highways a type of facility deemed by the Council to be most appropriate to achieve the City's transportation needs and planning objectives. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, COLORADO, as follows: 1,t},t-GidrauiH Section 1. That a highway of the class reflected in the adopted Master Streets Plan of the City is the most appropriate type of facility to meet present and future transportation needs of the City. Said facility is described as an urban parkway classification similar in size and scale to an urban arterial , such as Lemay Avenue between Horsetooth and Harmony Roads. Section 2. That the Mayor and City Manager are authorized to meet and confer with appropriate Federal , State, County and local officials to promote the establishment of the aforesaid urban parkway. Section 3. That the Mayor and City Manager are further authorized to confer with affected area residents to present and promote this position of the City Council and to seek such public support as is necessary to further said position. Section 4. That the City Manager is instructed to work with the Colorado Highway Department to facilitate and to bring to a timely conclusion the S-EIS process, taking into account this preferred position of the City Council .
