OF THE COUNCIL OF THE CITY OF FORT COLLINS
DESIGNATING A REPRESENTATIVE FROM THE CITY
TO SERVE ON THE BOARD OF DIRECTORS
OF THE PLATTE RIVER POWER AUTHORITY
WHEREAS, the Mayor of the City of Fort Collins is a Director of the
Board of the Platte River Power Authority; and
WHEREAS, the Mayor has appointed another member of the Council to such
Board as the Mayor's designated representative; and
WHEREAS, on September 1, 1981, the Council appointed Bill D. Carnahan
as the City's representative to said Board to fill the unexpired term of
Stan Case, to serve in addition to the Mayor's representative; and
WHEREAS, on December 18, 1984, the Council reappointed Bill D.
Carnahan as the City's representative to the Board of Directors of the
Platte River Power Authority with a term to expire on December 31, 1988;
and
WHEREAS, Bill D. Carnahan has resigned as a member of said Board of
Directors because he has accepted a position out-of-state, and it is
therefore necessary for the Council to appoint a replacement; and
WHEREAS, the Mayor and Council desire to appoint Richard Shannon to
the Board of Directors of the Platte River Power Authority to serve as the
City's representative, in addition to the appointed Mayor's representative.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Richard Shannon be, and he hereby is, designated to serve on
the Board of Directors of the Platte River Power Authority as the City's
representative for the remainder of the unexpired term of Bill D. Carnahan,
said term to expire on December 31, 1988.
Passed and adopted at a regular meeting of the City Council held this
5th day of August, A.D. 1986.

DESIGNATION OF DIRECTORS
OF PLATTE RIVER POWER AUTHORITY
I , Kelly Ohlson, hereby certify that I am the duly elected and
qualified Mayor of the City of Fort Collins, Colorado ("Fort Collins") and
that the City Council of Fort Collins has appointed Richard Shannon to
serve as the Appointed Director from Fort Collins on the Board of Directors
of Platte River Power Authority ("Platte River") , which appointment is in
full force and effect on the date hereof.*
I do further certify that as Mayor of Fort Collins, I have elected not
to serve as a member of the Board of Directors of Platte River and have
designated Barbara Rutstein to serve as the Director of Platte River for
Fort Collins, who is also a member of the Fort Collins City Council .**
