HomeMy WebLinkAbout1987-049-03/17/1987-ADOPTING ECONOMIC DEVELOPMENT GOAL AND POLICIES OPPORTUNITIES RESOLUTION 87-49 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE GOAL AND POLICIES RELATED TO ECONOMIC DEVELOPMENT AND OPPORTUNITIES IN THE CITY OF FORT COLLINS WHEREAS, the City of Fort Collins has a vital interest in the economic health of the community; and WHEREAS, the adopted 1977 Goals and Objectives of the City of Fort Collins note several goals related to growth, commercial development, and employment opportunities in the community; and WHEREAS, the City of Fort Collins has a vested interest in the scale, mix, timing and quality of development based on economic and environmental considerations; and WHEREAS, in February 1982, the City Council adopted a policy statement on economic development which because of changes in legislation governing tax-exempt financing and industrial development revenue bonds may make certain policy statements out-dated; and WHEREAS, on December 3, 1985, the City of Fort Collins City Council noted their interest in developing an Economic Development Plan for the community and appointed a Task Force on Economic Development to formulate said plan; and WHEREAS, the Economic Development Task Force sought public input and comment, compiled data regarding the economic opportunities and identified issues and community resources; and WHEREAS, the Economic Development Task Force submitted its formal report and recommendations; and WHEREAS, additional comments have been offered by the Commission on the Status of Women, an informal coalition of human service groups, and many individuals in the community; and x WHEREAS, the best contribution that Fort Collins can provide for economic health is excellent City government, high quality and soundly financed municipal services, infrastructure and utilities; and WHEREAS, economic development can provide primary jobs, enhance the housing, retail and service markets in the local economy, and such development is most likely to occur through the emergence and maturation of local businesses and industries. NOW, THEREFORE, BE IT RESOLVED BY COUNCIL OF THE CITY OF FORT COLLINS that the following goal and policies be adopted: The Goal of the Economic Development and Opportunities Strategy is to encourage economic development and opportunities that provide primary employment opportunities, increase private investment in the community, and improve the quality of life for all Fort Collins residents. Achievement of this goal will be pursued by the following policies: ■ By promoting the City and its assets as a pleasant place in which individuals and or families can grow, prosper, and mature. ■ By emphasizing the quality of municipal services as the primary contribution City government can provide to assist local economic development efforts. ■ By investing in capital improvements to ensure the timely provision of public facilities to serve new and redeveloping areas and adequately maintain the City's infrastructure investment. ■ By creating a positive climate for both local and new businesses and industries. ■ By maintaining the integrity of the Urban Growth Area Agreement. ■ By assisting small business retention and expansion. ■ By encouraging and promoting training, retraining, and personal support services to assist in securing meaningful employment opportunities.
