OF THE COUNCIL OF THE CITY OF FORT COLLINS
REFERRING AN INITIATED RESOLUTION CONCERNING
A NUCLEAR TEST BAN TO THE
REGISTERED ELECTORS OF THE CITY
WHEREAS, under Section 1, Article XVII of the Charter of the City of
Fort Collins, the registered electors of the City may submit any proposed
ordinance or resolution to the Council of the City of Fort Collins; and
WHEREAS, the Clerk of the City of Fort Collins has received and
validated a petition initiating a resolution concerning a nuclear test ban;
and
WHEREAS, under Section 2, Article XVII of the Charter of the City of
Fort Collins, Council shall pass said proposed resolution without
alteration within thirty days, or shall submit the same to a vote of the
registered electors of the City of Fort Collins; and
WHEREAS, the City Council has chosen to submit said proposed
resolution to a vote of the registered electors of the City of Fort
Collins.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE. CITY OF FORT
COLLINS:
Section 1. That there is hereby submitted to the registered voters of
the City of Fort Collins at the regular election on March 3, 1987, the
question of whether or not the following initiated resolution should be
adopted:
INITIATED RESOLUTION
OF THE COUNCIL OF THE CITY OF FORT COLLINS
URGING THE PRESIDENT OF THE UNITED STATES
TO IMMEDIATELY HALT NUCLEAR WEAPONS TESTING AS A
FIRST STEP TOWARD REVERSING AND ENDING THE ARMS RACE
WHEREAS, a nuclear war would result in death, injury and disease on a
scale unprecedented in human history; and
WHEREAS, spending for the arms race is contributing to record budget
deficits that threaten our nation's economic security while programs
providing essential assistance to communities throughout the country are
being cut back; and
WHEREAS, a ban on nuclear testing would promote the security of the
United States by constraining new developments in the U.S./Soviet nuclear
arms competition and by strengthening efforts to prevent the spread of
nuclear weapons to non-nuclear countries; and
WHEREAS, a ban on nuclear testing would be a concrete and easily
achievable first step toward a complete halt and deep reductions of
ever-expanding nuclear arsenals; and
WHEREAS, a ban on nuclear testing can be verified with high confidence
by a world-wide network of seismic monitors, satellites and other
verification technology operated by the United States and other nations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
Section 1. That the Council urges the President of the United States
to immediately join the Soviet Union in a mutual and verifiable suspension
of testing as a first step toward reversing the arms race.
Section 2. That the Council also urges the members of the Colorado
Congressional delegation to support legislation that would enact a
moratorium on nuclear testing, to be continued as long as the Soviets do
not test.
Section 3. That the Clerk of the City of Fort Collins shall transmit
copies of this resolution to the President of the United States and to
members of the Colorado Congressional delegation.
Section 2. That said initiated resolution is hereby submitted to the
registered electors of the City of Fort Collins at the regular election to
be held in the several._ precincts of the City on Tuesday, March 3, 1987, in
substantially the following form:
CITIZEN INITIATED RESOLUTION
A Resolution urging the President of the United States to immediately join
the Soviet Union in a mutual and verifiable suspension of testing as a
first step toward reversing the arms race, and urging the Colorado
Congressional delegation to support legislation that would enact a
moratorium on nuclear testing to be continued as long as the Soviets do not
test.
