OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE EXPENDITURE OF SUCH
STAFF TIME AND RESOURCES AS
ARE REASONABLE AND PRUDENT TO ACCOMPLISH THE
DISSEMINATION OF FACTUAL AND OBJECTIVE INFORMATION
RELATIVE TO PROPOSED ORDINANCE NO. 106, 1988, WHICH
PROHIBITS DISCRIMINATION ON THE BASIS OF SEXUAL
ORIENTATION IN THE AREAS OF EMPLOYMENT, HOUSING,
AND PUBLIC ACCOMMODATION.
WHEREAS, on August 16, 1988, the Council of the City of Fort Collins
submitted proposed Ordinance No. 106, 1988 (the "Ordinance") to a vote of
the registered electors of the City of Fort Collins; and
WHEREAS, the Colorado Campaign Reform Act provides that state
political subdivisions may make contributions or contributions in kind in
campaigns involving issues in which they have official concern and;
WHEREAS, "contributions in kind" has been interpreted to include the
expenditure of time by public employees and the use of public facilities
and payment to disseminate objective and factual information regarding the
election issue; and
WHEREAS, it is anticipated that the City of Fort Collins will be
required to disseminate information regarding Ordinance No. 106, 1988; and
WHEREAS, the Ordinance is a matter in which the City has official
concern; and
WHEREAS, the Council of the City of Fort Collins wishes to authorize
such contributions in kind as may be necessary to effectuate the
dissemination of said information.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the dissemination of factual and
objective information concerning Ordinance No. 106, 1988, which has been
placed before the registered voters of the City at a Special City Election
to be conducted on November 8, 1988, and the expenditures of such staff
time and resources as is reasonably necessary to provide objective factual
information pertaining to the same.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 16th day of August, A.D. 1988
