HomeMy WebLinkAbout1988-055-04/19/1988-BLOCK GRANT PROGRAM CDBG COMMUNITY DEVELOPMENT FUNDING LOW AND MODERATE INCOME RESOLUTION 88-55 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING FULL FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WHEREAS, the Community Development Block Grant ("CDBG") Program has operated since 1974 to provide local governments with the resources required to meet the needs of persons of low and moderate income; and WHEREAS, the City of Fort Collins has participated in the Community Development Block Grant Program since 1975 and has received approximately $685,000 to $800,000 annually in grants; and WHEREAS, April 2-9, 1987 was proclaimed National Community Development Week in Fort Collins; and WHEREAS, approximately 90% of all CDBG funds received by the City of Fort Collins go directly for programs benefitting low- and moderate-income residents, for land acquisition and redevelopment, housing rehabilitation, and public facilities, and public services; and WHEREAS, in the last several years the Federal Government has reduced Federal assistance to local governments and nonprofit organizations; and WHEREAS, President Reagan's budget proposes to cut 14% from such federal assistance as part of the new Gramm-Rudman cutbacks; and WHEREAS, the impact on local communities, taking into account a 4% inflation factor, of the Senate Budget Committee recommendation that the CDBG program receive a 5.8% reduction in funding for FY 89 is almost 10% in real dollars; and WHEREAS, any reduction in CDBG funding would adversely impact the Fort Collins community; and WHEREAS, during this time of Federal withdrawal from responsibility, the Community Development Block Grant Program has assumed increasing importance for meeting pressing community problems. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council recognizes the enormous contribution the Community Development Block Grant Program is making to provide services to the low- and moderate-income citizens in the Fort Collins community, and urges members of the Congress to support full funding for the Community Development Block Grant Program at 1988 levels.
