OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO ENTER INTO THE REVISED
INTERGOVERNMENTAL AGREEMENT WITH LARIMER COUNTY,
COLORADO, FOR THE PURPOSE OF RENEWING THE
FORT COLLINS URBAN GROWTH AREA AND PROVIDING FOR
COORDINATED PLANNING AND DEVELOPMENT ACTIVITIES
WITHIN THE FORT COLLINS AREA
WHEREAS, heretofore by Resolutions 80-18 and 80-62, the Council of the
City of Fort Collins authorized the City to enter into an intergovernmental
agreement with Larimer County, Colorado, for the purpose of creating the
Fort Collins Urban Growth Area and providing for coordinated planning and
development activities within the Fort Collins area; and
WHEREAS, continued growth in the Fort Collins area suggests that
continued coordination between the City and County can result in better
management and control of the development in this area; and
WHEREAS, pursuant to Title 29, Article 20, C.R.S. , the General
Assembly of the State of Colorado has found and declared that in order to
provide for planned and orderly development within Colorado and a balancing
of the basic human needs of a changing population with legitimate
environmental concerns, the policy of the State of Colorado is to clarify
and provide broad authority to local governments to plan for and regulate
the use of land within their respective jurisdictions; and
WHEREAS, pursuant to said Title 29, Article 20, Colorado Revised
Statutes, as amended, the General Assembly of the State of Colorado has
authorized and encouraged local governments to cooperate or contract with
other units of government for the purpose of planning and regulating the
development of land, including but not limited to the joint exercise of
planning, zoning, subdivision, building, and related regulations; and
WHEREAS, a number of public meetings were held in which the issues and
problems of the Fort Collins Urban Growth Area were discussed and debated;
and
WHEREAS, after continued negotiations and discussions, the County and
the City have reached agreement as to the specific content of the Revised
Intergovernmental Agreement for the Fort Collins Urban Growth Area.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That the revised Intergovernmental Agreement for the Fort
Collins Urban Growth Area, a true copy of which is attached hereto, be, and
the same hereby is, approved.
Section 2. That the Mayor of the City of Fort Collins be, and he
hereby is, authorized and directed to enter into said Agreement on behalf
of the City of Fort Collins.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held the 19th day of April , A.D. 1988.
