OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO APPROVE THE SOLE-SOURCE
JUSTIFICATION OF THE PURCHASE FOR THE REPAIR OF
EXISTING SEWER LINES BY THE INSITUFORM SLEEVING METHOD FROM
INSITUFORM PLAINS, INC.
WHEREAS, Insituform's sleeving method has been used previously by the
City of Fort Collins and other cities along the Front Range as a viable
method for sewer line rehabilitation; and
WHEREAS, the City has conducted research proving Insituform' s method
is more cost effective and less disruptive to businesses and homes than the
conventional method of excavation and replacement; and
WHEREAS, previous attempts to bid the City's requirements have
resulted in one bid being received from Insituform Plains, Inc. ; and
WHEREAS, funds have been budgeted and approved in the Water and Sewer
Capital Improvements Budget for 1988; and
WHEREAS, pursuant to Section 2-59 of the Code of the City of Fort
Collins a sole-source justification item to be purchased at a cost
exceeding $20,000 must be approved by the City Council .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager be, and he hereby is, authorized to approve
the sole-source justification of the repair of existing sewer lines by the
Insituform sleeving method at a cost of One Hundred Twenty-Three Thousand
Dollars ($123,000. ) .
Passed and adopted at a regular meeting of the City Council held this
5th day of April , A.D. 1988.
