OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF SUBMERSIBLE
OIL INSULATED VACUUM SWITCHES
WHEREAS, the Light and Power Utility has conducted research into
various switches and contracted with Trayer Engineering to custom design
this switch; and
WHEREAS, the Utility has used Trayer switches for several years with
continued reliability; and
WHEREAS, the Utility desires that the criteria of size, safety,
terminal placement, a vacuum medium and interchangeability with existing
equipment be considered in the purchase of these vacuum switches; and
WHEREAS, funds have been budgeted and appropriated in the Light and
Power Utility budget for 1990 for the acquisition of the abovementioned
equipment; and
WHEREAS, Section 8-123(a) (4) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical , based on particular individual usage or
professional advice; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has performed the necessary
search required by the Code and has submitted the requisite justification
to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, Section 8-123 requires approval of this purchasing method by
the City Council for items costing more than Twenty Thousand Dollars
($20,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the purchase of submersible oil insulated vacuum switches from
Lewis and Associates in a total amount of Twenty-One Thousand, Seven
Hundred Twenty Dollars ($21,720) is hereby approved.
Passed and adopted at a special meetin of the City Council held this
13th day of March, A.D. , 1990.
