OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER AND THE DOWNTOWN
DEVELOPMENT AUTHORITY TO WORK JOINTLY TO
IMPLEMENT DEVELOPMENT PROJECTS WITHIN
THE CENTRAL BUSINESS DISTRICT
WHEREAS, the City Council has determined that the central business district
of the City of Fort Collins occupies a vital part of the economic fabric of the
City; and
WHEREAS, the Council desires that the Downtown Development Authority (DDA)
and the City Manager work harmoniously to achieve the goals, objectives and
policies of the duly adopted and approved Downtown Plan, which is an element of
the Comprehensive Plan of the City; and
WHEREAS, it is the vision of the Plan that the downtown "become a first
class, economically vital center for shopping, living, recreation and employment
that is compact in size, intensive in commercial development, pleasing in
appearance and accessible by pedestrians and vehicles; " and
WHEREAS, the plan calls for the downtown to become a "dynamic, progressive
and aggressive competitor in the marketplace;" and
WHEREAS, the DDA has proposed that there be a focused effort to solidify
the commercial and economic viability of the Central Business District (CBD) by
identifying high priority projects in the CBD and developing programs of public
support utilizing combined resources of public and private entities to implement
the identified projects; and
WHEREAS, it is desirable that a team approach be developed whereby the
maximum available public expertise and resources from among a number of public
entities may be utilized; and
WHEREAS, the Council believes that conditions in the downtown warrant
public participation as a means to strengthen the economic viability of the CBD;
and
WHEREAS, the Council has determined that action is needed to improve the
attractiveness of the downtown for private development and investment.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the Council authorizes the City Manager and the DDA to
develop a project specific priorities list for the CBD.
Section 2. That this program is considered a high priority Council Policy
Agenda item for which the City Manager is authorized to proceed with
implementation.
Section 3. The list of priorities developed by the City and the Downtown
Development Authority staff, and approved by the DDA Board will be submitted to
City Council for its approval .
Section 4. That the Council will consider a wide array of financing tools
available to the City and the DDA to implement and complete those high priority
project(s) duly identified and approved by the Council .
Section 5. That the City Manager is authorized to provide appropriate City
staff resources to achieve the purposes as outlined herein.
Section 6. That the City Manager, in consultation with the DDA, is
authorized to consider utilization of all necessary resources to cooperate in
the development of projects that benefit the CBD including property tax increment
financing, sales tax increment financing, urban renewal authority powers, general
and special improvement districts, Community Development Block Grants, Historic
Preservation resources, parking revenue resources, applicable State programs and
resources, abatements, fee waivers, infrastructure improvements, zoning
incentives, density incentives.
Section 7. That the Council hereby appoints Councilmembers Ann Azari and
Dave Edwards to serve on the Ad Hoc Committee composed of two members from the
City Council , two members from the DDA, and the City Manager. Said Ad Hoc
Committee shall identify priorities and develop implementation pans for
recommendation to and approval by the City Council and the DDA.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 18th day of December, A.D. 1990.
