HomeMy WebLinkAbout1990-164-11/20/1990-PURCHASE EQUIPMENT TRAFFIC CONTROL COMPUTER WINKOMATIC/MULTISONICS RESOLUTION 90- 164 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN EXCEPTION TO THE COMPETITIVE BID PROCESS FOR THE PURCHASE OF TRAFFIC CONTROL COMPUTER EQUIPMENT FROM WINKOMATIC/MULTISONICS WHEREAS, the Transportation Department has conducted research into purchasing computer traffic control equipment to upgrade the existing system; and WHEREAS, the research indicated the following: 1 . Only three (3) manufacturers produce comparable traffic control systems and each system is incompatible with the others. 2. The City has a present investment of $4.5 million in its exiting system and nearly all of that system will remain in use along with the upgrade. 3. Switching to an alternate manufacturer would cost the City approximately $2,000,000. 4. Components of the existing system which will no longer be used are valued at approximately $33,000. Those items will be returned to the manufacturer and their value deducted from the cost of the upgrade. WHEREAS, funds have been budgeted and appropriated in the Transportation budget for 1990 for the acquisition of the upgrade; and WHEREAS, Section 8-160(d) (1) of the Code of the City of Fort Collins provides that a contract for materials may be awarded without competition if the Purchasing Agent determines in writing that: b. Although there exists more than one responsible source, a competitive process, if used, will result in a substantially higher cost to the city; and WHEREAS, the Purchasing Agent has determined in writing that this purchase is within the purview of this exception to the competitive sealed bidding and/or proposal requirements of the City Code and Charter and has submitted the determination to the City Manager for approval ; and WHEREAS, the City Manager has reviewed and approved the determination for this purchase; and WHEREAS, Section 8-160(d) (3) requires the City Manager to submit all such exemptions which exceed a cost of Fifty Thousand Dollars ($50,000) to the City Council in an open meeting for final approval . NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the purchase of the traffic control computer upgrade from the manufacturer, Winkomatic/Multisonics Corporation, as an exemption from the competitive process at a cost not to exceed One Hundred Twenty-nine Thousand Dollars ($129,000) is hereby approved.
