HomeMy WebLinkAbout1990-160-11/06/1990-1990-91 CITYWIDE ENVIRONMENTAL MANAGEMENT ACTION AGENDA WORK PROGRAM RESOLUTION 90-160 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING A CITYWIDE ENVIRONMENTAL MANAGEMENT ACTION AGENDA AND WORK PROGRAM FOR THE YEARS 1990-1991 WHEREAS, In 1989 the City Council established an objective that a framework for a Citywide Environmental Management Plan be developed; and WHEREAS, this effort was intended to re-examine the plans and policies of the 1980's to determine if the same vision is appropriate for the ensuing decade; and WHEREAS, City staff has conducted an audit of existing, adopted policies and plans relating to Citywide environmental management practices; and WHEREAS, the conclusions of this audit, once accepted by the City Council , could result in a major update of the Comprehensive Plan of the City of Fort Collins; and WHEREAS, City staff presented to the City Council on August 28, 1990 in worksession the findings and conclusions of this audit; and WHEREAS, City staff conducted an extensive community outreach process directed toward gathering public comments, observations, suggestions and recommendations; and WHEREAS, the results of this extensive community outreach process indicated that citizens are concerned about maintaining the quality of the environment in Fort Collins; and WHEREAS, the citizens of the City desire coordinated actions and tangible results in the areas of environmental enhancement and natural resources protection; and WHEREAS, the sound management of growth and the interaction of the transportation, environmental and land development systems will determine the future quality of the City as a place to live, work, recreate and enjoy life to its fullest; and WHEREAS, the City Council has asked City staff to focus attention on information that has emanated from the audit and the citizen participation process to identify recommended new or revised City policy dealing with environmental matters; and WHEREAS, Council direction is needed to give priorities to work items and areas identified herein so City staff can proceed with the next phase of the work to develop an environmental management plan as an element of the Comprehensive Plan of the City. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the following Action Agenda projects shall be implemented as Council priorities in the 1990 and 1991 work program as elements of the Environmental Management Plan: Air Ouality Comply with federal standards for carbon monoxide by implementing policies and programs to reduce automotive and wood-burning emissions and maintain air quality as the community grows. Maintain air quality with respect to other pollutants by implementing policies and programs to control emissions from new air pollution sources. Environmentally Sensitive Areas Protect environmentally sensitive areas such as wetlands and wildlife habitats by acquiring sensitive lands, regulating land uses in sensitive areas, and encouraging voluntary conservation programs by landowners and community organizations. Acquire 25 to 100 acres of environmentally sensitive lands within 24 months through land purchases and/or donations. Hazardous Materials Risk Reduction Program Reduce the human health, safety, and environmental risks of accidental releases of hazardous materials by implementing new policies and standards for facility siting, building construction, and emergency response planning, and by implementing business inspection and public education programs. Rivers and Streams Increase public and governmental awareness of the historic, cultural , scenic, and natural resource values of the Poudre River Corridor by achieving National Heritage Corridor status, or other protective designation. Protect or enhance the value of the Poudre River Corridor as a community amenity by completing one or more river improvement projects. Specific projects may include acquiring lands for open space and recreational purposes, cleaning up and restoring sections of degraded river bank, or implementing a pilot project to enhance wildlife habitat on an area of gravel -mined lands. Water Quality Protect or enhance the water quality of local water bodies and comply with anticipated new federal regulations by implementing policies and programs to prevent or limit nonpoint sources of water pollution. Environmental Management Plan Framework Guide the ongoing implementation of the EMP and document the results of the environmental policy audit and public outreach program by completing the EMP Framework Report. Section 2. That as time and resources allow, or in future budget years, City service areas will place priority on completing the remaining elements of the Environmental Management Plan.
