OF THE COUNCIL OF THE CITY OF FORT COLLINS
ENCOURAGING THE CITIZENS TO BECOME INFORMED
ABOUT PROPOSED AMENDMENT 1
AT THE GENERAL ELECTION OF NOVEMBER 6, 1990
WHEREAS, a proposed amendment to the Colorado Constitution, known
as Amendment 1 (the "Amendment") , has been placed on the ballot for
the upcoming General Election on November 6, 1990; and
WHEREAS, the provisions of the Amendment are unclear and subject
to various interpretations and the preferred interpretation as set out
in the Amendment shall be "that which restrains most the growth of
government" ; and
WHEREAS, the Amendment would reduce the amount of existing
revenues available to the City, because of the Amendments proposed
mill levy limitations, property tax credits, and mandatory reserve
requirements; and
WHEREAS, the Amendment would prohibit the City from using any
long-term debt financing unless approved by a majority of the voters,
even though the Charter of the City (the "Charter") currently requires
voter approval only for general obligation debt; and
WHEREAS, the reductions in state revenues proposed by the
Amendment could cause drastic reductions in essential services to
communities; and
WHEREAS, adoption of the Amendment would reduce the City Councils
ability to respond to the needs of the citizens of Fort Collins.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That the City Council does not support passage of the
Amendment.
Section 2. That citizens are encouraged to become informed about
the Amendment and its potential impacts.
Passed and adopted at a regular meeting of the City Council held
this 16th day of October, 1990. { j
