OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING POLICIES AND PROCEDURES TO COMPLY WITH THE
WATER METERING ACT OF THE STATE OF COLORADO
WHEREAS, on April 5, 1990, the General Assembly of the State of Colorado
enacted House Bill 90-1106, known at the "Water Metering Act" , requiring the
mandatory use of metered water delivery and billing systems by water service
suppliers in the State of Colorado; and
WHEREAS, the Council of the City of Fort Collins established, by Resolution
90-24, a Water Demand Management Committee composed of three Councilmembers and
three Water Board members to review the issues associated with metering, water
conservation, and water demand management; and
WHEREAS, the Committee has worked with Water Utility staff to develop a
water meter installation program to comply with the provisions of the Water
Metering Act.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the following policies and procedures be established:
Section 1 . That all single family homes and duplexes receiving a
building permit on or after July 1 , 1990, shall have a water meter installed
during construction, and the entire cost of the meter and installation shall be
included in the fee for the Permit for Water Service paid at the time the
building permit is obtained.
Section 2. That the City shall install water meters in all non-metered
single family homes and duplexes over a 15 (fifteen) year period.
Section 3. That the City shall initiate a water metering program by
installing meters for customers who volunteer to become metered customers.
Section 4. That if it is warranted in order to comply with State law,
mandatory metering may be considered at some time in the future.
Section 5. That those customers who volunteer to become metered
customers shall not be charged a fee for installation of the meter.
Section 6. That in recognition of the fact that the installation of
water meters will generally reduce the demand for treated water, thereby
postponing the need for additional capital improvements to meet the demands of
new customers, the Council hereby finds that the cost of installing water meters
for non-metered customers shall be considered a "growth related capital expansion
cost" within the meaning of Section 26-120 of the City Code, and that such costs
may be funded with the proceeds of the water plant investment fee authorized by
that section of the code or by such other revenues of the water utility as may
be deemed appropriate by the Director of Utility Services.
Section 7. That whenever reasonably possible, the water meter shall be
installed inside the structure and be equipped with a remote readout device
mounted on the exterior wall adjacent to the electric meter in order to better
facilitate reading of the water meter concurrently with the reading of the
electric meter.
Section 8. That when it is not reasonably possible to install a water
meter inside the structure, a meter pit shall be installed on the water service
line at City expense. The staff is directed to investigate the feasibility of
a zero interest loan program for those customers with an inferior or corroded
water service line that should be replaced at the time of the installation of
the meter pit.
Section 9. That the City's existing metered water rate for residential
customers accurately reflects the cost of providing metered water service to
single family homes and duplexes and that customers converted from non-metered
to metered water service shall begin paying the metered water rate upon
installation of the meter.
Section 10. That the City's existing non-metered (flat) water rate does
not accurately reflect the cost of providing non-metered water service to single
family homes and duplexes and that the non-metered rate shall be adjusted via
separate rate ordinance to reflect current cost of service before July 1, 1991 .
Section 11 . That the Water Plant Investment Fee assessed to new
customers, last adjusted on January 1, 1985, shall be adjusted via separate rate
ordinance effective January 1 , 1991, to reflect the current cost of facilities.
Section 12. That the Water Demand Management Committee continue to meet
on a regular basis to consider additional alternatives for managing the demand
for treated water and encouraging conservation and careful use of the City's
water resources.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins on this 20th day of November, A.D. 1990.
