HomeMy WebLinkAbout1990-088-06/05/1990-COLLECTIVE BARGAINING COMMUNITY SERVICE OFFICERS DISPATCHERS INITIATED PETITION ORDINANCE POLICE OFF RESOLUTION 90-88 OF THE COUNCIL OF THE CITY OF FORT C94LINS URGING THE DEFEAT OF THE PROPOSED COLLECTIVE BARGAINING ORDINANCE WHEREAS, the City Council has received an initiated petition to adopt a new ordinance (the "Ordinance") which would require collective bargaining between the City and Fort Collins Police Officers, Community Service Officers, Dispatchers and Dispatch Supervisors; and WHEREAS, this petition will be submitted to the voters of the City at a July 10, 1990 Special Municipal Election; and WHEREAS, the Ordinance would require members of the bargaining unit who are not members of the employee organization selected by the employees to pay, as a condition of employment, necessary fees and expenses of collective bargaining; and WHEREAS, the Ordinance would require unresolved bargaining issues to be submitted to arbitration or a City election and all costs of said election would be paid by the City; and WHEREAS, the Ordinance would require one police officer, as designated by the bargaining agent, to be assigned the primary responsibility of representing the bargaining agent, with the officer's police work responsibilities becoming secondary, to be assigned only when time permits or in emergency situations; and WHEREAS, the Ordinance is not in accordance with commonly accepted collective bargaining practices adopted by the National Labor Relations Act and other public sector entities; and WHEREAS, the Ordinance specifically includes first line supervisory personnel within the same bargaining unit of employees for whom they have supervisory responsibility; and WHEREAS, the City Council has reviewed the Ordinance and believes that it is not in the best interest of its citizens; and WHEREAS, the Ordinance would require that decisions regarding the staffing levels and working conditions within the Department of Police Services, which directly affect service levels and public safety, would be removed from the City Council and would become the subject of collective bargaining; and WHEREAS, the City would incur costs for collective bargaining and contract administration without any change in the quantity and quality of direct public service to citizens; and WHEREAS, it is the City's policy and practice to provide competitive salaries and benefits. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL that the City Council urges its citizens to oppose the proposed ordinance and vote "no" on July 10, 1990.
