OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING A PROFESSIONAL SERVICES AGREEMENT
WITH ARCHITECTURAL HORIZONS, ENVIRONMENTAL TECHNOLOGISTS
FOR DEVELOPMENT OF A CITY FACILITIES MASTER PLAN
WHEREAS, Section 8-129 of the Code of the City of Fort Collins ("the
Code") authorizes contracts for services of a professional , technical or
consulting nature, the major result of which would yield to the City a
report, a plan or a similar document upon approval of the City Manager
after evaluation in accordance with the procedure for selection of
professionals; and
WHEREAS, The Purchasing Agent has determined that the development of a
City Facilities Master Plan (hereinafter "the project") comes within the
purview of this Section of the Code; and
WHEREAS, in February of 1990, the City issued a Request for Proposals
for the project; and
WHEREAS, the Selection Committee reviewed 14 proposals, interviewed
the top three firms and selected Architectural Horizons, Environmental
Technologists, as the most qualified firm for the project; and
WHEREAS, the services consist of identifying short-term and long-range
space needs in response to projected city growth and providing options to
meet those needs; and
WHEREAS, the total fee for the project shall not exceed Fifty-Seven
Thousand Three Hundred Dollars ($57,300) ; and
WHEREAS, funds have been budgeted and appropriated and are available
in the Major Maintenance Program of the Capital ProJects Fund; and
WHEREAS, the fee for the project shall exceed Twenty Thousand Dollars
($20,000) ; and
WHEREAS, the City Manager has approved contracting for professional
services for the project; and
WHEREAS, Section 8-129 of the Code requires approval of the City
Council for any professional service agreement in excess of $20,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the professional services agreement with Architectural
Horizons, Environmental Technologists for the development of a City
Facilities Master Plan in an amount not to exceed Fifty-Seven Thousand
Three Hundred Dollars ($57,300) is hereby approved.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 5th day of June, D. 1990.
