OF THE COUNCIL OF THE CITY OF FORT COLLINS
REQUESTING THE COLORADO AIR QUALITY CONTROL
COMMISSION TO INCREASE THE OXYGENATION OF
FUELS IN THE ENTIRE COLORADO AIR PROGRAM AREA
WHEREAS, the Colorado Air Quality Control Commission ("Commission")
has established the Oxygenated Fuels Program to reduce pollution emission
in those portions of Colorado which have not attained the minimum standards
of air quality as established by the United States Environmental Protection
Agency; and
WHEREAS, the Commission has established that pollution emissions from
vehicles registered within the AIR Program area (including all or portions
of Adams, Arapahoe, Boulder, Denver, Douglas, El Paso, Jefferson, and
Larimer Counties) contribute to non-attainment of National Ambient Air
Quality Standards in Front Range communities; and
WHEREAS, pursuant to the Oxygenated Fuels Program, all gasoline sold
in the AIR Program area from November 1 through February 28 of each year
must be oxygenated in such manner as to insure a 2% oxygen content in any
such gasoline; and
WHEREAS, the Commission is considering changes in the oxygenated fuel
regulation to increase the percent of oxygen from 2% to 2.6% beginning
December 1 or each year in the Denver-metro area only; and
WHEREAS, the Council of the City of Fort Collins believes that the
oxygenation of fuels is one of the most cost-effective ways to reduce
carbon monoxide emissions available under present technology; and
WHEREAS, the Council of the City of Fort Collins further believes that
it is in the best interest of the citizens of both the City and the state
to impose a uniform requirement in the entire AIR Program area, both for
the purposes of political acceptance, presently and in the future, and for
the purposes of expediting gasoline distribution; and
WHEREAS, the Council of the City of Fort Collins has further
determined that, due to anticipated growth in the Fort Collins region, and
the AIR Program area generally, an increase of oxygen content from 2% to
2.6% is desirable, and is in the best interest of the citizens of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that in the interest of the protection and enhancement of the air
quality of the Fort Collins region and the entire Colorado AIR Program
area, the Colorado Air Quality Control Commission is urged to change the
oxygenation requirement by increasing the oxygen content of all gasoline
marketed in the area of the Colorado AIR Program to 2.6% from December 1
through February 28 each year.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 5th day of June, A.D. , 1990.
