HomeMy WebLinkAbout1990-072-05/15/1990-CFCS CHLOROFLUOROCARBONS REGULATE PROGRAM RESOLUTION 90-72 OF THE COUNCIL OF THE CITY OF FORT COLLINS DIRECTING THE STAFF TO DEVELOP A PROGRAM TO REGULATE CHLOROFLUOROCARBONS (CFCS) WHEREAS, chlorofluorocarbons are strongly linked to the depletion of the stratospheric ozone layer that shields the Earth from harmful ultra-violet radiation; and WHEREAS, the Council of the City of Fort Collins has determined that programs adopted by local governments will have an influential role in contributing to environmental protection and accelerating the passage of state and federal chlorofluorocarbon regulations; and WHEREAS, the Council has further determined that it is in the best interest of the citizens of the City that an ordinance and supporting regulations be adopted for the purpose of reducing the release of chlorofluorocarbons into the atmosphere. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the staff is directed to: (a) present for Council 's consideration a draft ordinance for regulating the emission of chlorofluorocarbons into the atmosphere; and (b) develop a supporting regulatory program to aid in enforcement of the ordinance and to increase the program's effectiveness, with said program to be developed, to the extent legally possible, in accordance with the principles as set forth in Exhibit A attached hereto. Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 15th day of May, A.D. 1990. Mayor. AT� City Clerk EXHIBIT A The regulatory elements of the local ordinance would have the following effects: • Refrigeration and air conditioning services would be required to recover and recycle CFCs during service operations. • Small cans of CFCs for automotive service could not be sold in the city. • Fire protection systems using HALON could be installed only if no adequate alternative were available. • Food packaging, non-food packaging, and building insulation materials made using CFCs could not be sold in the city. • Products containing CFCs as a propellant or energy source could not be sold Nonregulatory measures will include the following: • A public education program. • Amendments to refrigeration service licensing requirements to ensure adequate knowledge of refrigeration CFC containment and recycling practices. • Periodic reports by large industrial users of CFCs on programs to reduce CFC use. • City assistance in the development of CFC recycling opportunities. • Coordination among local governments to encourage state and federal action to reduce CFC emissions.
