OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF TRAFFIC CONTROLLERS
WHEREAS, the Transportation Division has conducted research into
purchasing traffic controllers; and
WHEREAS, such research indicates that no traffic controllers
compatible with the City's existing Multisonics VMS 220 master traffic
computer are available other than those manufactured by Multisonics
Winkomatic; and
WHEREAS, funds have been budgeted and appropriated in the Federal Aid
Urban Systems budget for 1989 for the acquisition of the above-mentioned
equipment; and
WHEREAS, Section 8-123(a) (4) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical , based on particular individual usage or
professional advice; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has performed the necessary
search required by the Code and has submitted the requisite justification
to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, Section 8-123 requires approval of this purchasing method by
the City Council for items costing more than Twenty Thousand Dollars
($20,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the purchase of eleven (11) Model 820 8-phase controllers from
the manufacturer, Multisonics Winkomatic, at a total cost of Thirty-four
Thousand One Hundred Dollars ($34,100.) , is hereby approved.
Passed and adopted at a regular meeting of the City Council held this
16th day of January, A.D. , 1990.
