HomeMy WebLinkAbout1990-056-04/17/1990-NATIONAL HERITAGE CORRIDOR NATIONAL RECREATION AREA NRA POUDRE RIVER TASK FORCE RESOLUTION 90- 56 OF THE COUNCIL OF THE CITY OF FORT COLLINS ENDORSING THE FINDINGS AND RECOMMENDATIONS OF THE POUDRE RIVER NATIONAL RECREATION AREA (NRA) LEGISLATIVE AND MANAGEMENT TASK FORCE AND DIRECTING STAFF TO PURSUE NATIONAL HERITAGE CORRIDOR DESIGNATION WHEREAS, Congressman Hank Brown has provided sustained leadership and assistance in assessing federal designation for portions of the Poudre River; and WHEREAS, the Poudre River National Recreation Area (NRA) Legislative and Management Task Force has fulfilled its charge and submitted a report of findings and recommendations; and WHEREAS, the Task Force has found that although legislative and management documents could be developed that are appropriate for a Poudre River NRA, such a designation may not be truly reflective of local community values and needs; and WHEREAS, the Task Force has recommended National Heritage Corridor designation as the appropriate federal designation by which to develop an exemplary and comprehensive river management program and to retain local control over matters of local importance; and WHEREAS, the focus of the National Heritage Corridor will be interpreting the theme of "The History of Water Development and River Basin Management in the Westward Expansion of the United States" ; and WHEREAS, the "History of Water Development" theme will be complemented and enriched by additional educational and interpretive opportunities relating to environmental and sociocultural issues; and WHEREAS, there is substantial broad-based community support for an exemplary and comprehensive river management program, and it is important to maintain this support through continuing and vigorous efforts; and WHEREAS, phased implementation should begin immediately with strong planning leadership on the local level . NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That the City Council endorses the findings and recommendations of the Task Force, and hereby directs the City staff to take such actions as are necessary to obtain National Heritage Corridor designation for portions of the lower reaches of the Poudre River. Section 2. That the City Council thanks the Task Force members for their outstanding contributions to the assessment of planning options for the Poudre River.
