OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF COMPUTER AIDED DISPATCH UPGRADES
WHEREAS, Police Services and Information and Communication Systems
Department have conducted research into interfacing Municipal Court with
the police records system, ceasing the operation of the old ALERT records
system, and upgrading the computer aided dispatch (CAD) system and records
management system; and
WHEREAS, Planning Research Corporation (PRC) was selected by a bid
process in 1985 for the current CAD system; and
WHEREAS, PRC also provided the police and fire records management
system which is fully compatible and interfaced to our CAD system; and
WHEREAS, the City is now in need of upgrades to the CAD system; and
WHEREAS, §8-123(a) (1) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical based on limited availability which would
result in substantially higher costs to the city; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has performed the necessary
search required by the Code and has submitted the requisite justification
to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, §8-123 requires approval of this purchasing method by the
City Council for items costing more that Twenty Thousand ($20,000) prior to
acquisition.
WHEREAS, funds for the lease payments have been budgeted and approved
in the Police Services budget for 1990; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the purchase of CAD upgrades from Planning Research
Corporation in the amount of Eight Hundred Twenty-Five Thousand Dollars
($825,000) is hereby approved.
Passed and adopted at a regular meeting of the City Council held this
1st day of May, 1990.
