OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN AGREEMENT WITH THE
HUMANE SOCIETY FOR LARIMER COUNTY FOR
ANIMAL CONTROL SERVICES
WHEREAS, since 1981, the City of Fort Collins has contracted with the
Humane Society for Larimer County for animal control enforcement and the
provision of animal shelter care facilities in the City; and
WHEREAS, the Humane Society has been both professional and dedicated
in performing the duties required under the contract; and
WHEREAS, Police Services and the Purchasing Department have conducted
research into the available options of acquiring animal control enforcement
services; and
WHEREAS, such research indicates that no other firm exists which can
adequately perform this service for the City; and
WHEREAS, funds have been budgeted and appropriated in the Police
Services budget for 1990 for the above mentioned services; and
WHEREAS, §8-123(a) (1) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical , based on limited availability which would
result in substantially higher costs to the City; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has caused the necessary search
required by the Code to be performed, and has submitted the requisite
justification to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, Section 8-123 requires approval of this purchasing method by
the City Council for items costing more than Twenty Thousand Dollars
($20,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the agreement with The Humane Society for Larimer County for
animal control services, including the operation and management of the
animal shelter, the maintenance and operation of all physical plant
facilities necessary for the efficient operation of said shelter, the
provision of professional services of a doctor of veterinary medicine, the
provision of personnel trained in the area of animal control , the provision
of uniforms to all animal control enforcement officers and the provision of
humane and modern vehicles for the safe transportation of animals at a cost
of Twelve Thousand Nine Hundred Sixty-six Dollars and Twenty-five Cents
($12,966.25) per month, commencing January 1, 1990 and terminating December
31, 1990, is hereby approved.
Passed and adopted at regular meeting of Council of the City of Fort
Collins held this 3rd day of April , A.D. , 1990.
