OF THE COUNCIL OF THE CITY OF FORT COLLINS
ACCEPTING THE 1991-1992 WORKPLAN OF THE
COUNCIL HEALTH AND SAFETY COMMITTEE
AND THE HUMAN RELATIONS COMMISSION
CONCERNING ESTABLISHMENT OF A POLICY FOR
HANDLING CITIZEN COMPLAINTS REGARDING
POLICE SERVICES AND ITS EMPLOYEES AND VOLUNTEERS
WHEREAS, Resolution 91-115 directed the City Council Health and Safety
Committee, with the assistance of the City Manager and the Human Relations
Commission, to evaluate policy options for the handling of citizen complaints
concerning Police Services and its employees and volunteers, including an
analysis of the processes and role of the Human Relations Commission, with said
policy options and analysis to be presented to the Council no later than December
31 , 1991 ; and
WHEREAS, the Health and Safety Committee and the Human Relations Commission
are of the opinion that the timeframe for completion of the analysis and
formulation of recommendations should be extended to March 1 , 1992, to allow
sufficient time for citizen input on the issues; and
WHEREAS, the Health and Safety Committee and the Human Relations Commission
have developed a Workplan to bring focus to the issues and to generate the widest
possible community interest and input on the issues.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Workplan of the Health and Safety Committee and the Human Relations
Commission, a copy of which is attached hereto as Exhibit "A" be, and it hereby
is, accepted and approved.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 3rd day of December, 1991.

POLICY FOR HANDLING CITIZEN COMPLAINTS REGARDING
CITY OF FORT COLLINS POLICE SERVICES AND ITS
EMPLOYEES AND VOLUNTEERS
WORKPLAN PARTICIPANTS:
City Council Health and Safety Committee.
Human Relations Commission.
City Staff.
Citizens and Community Groups.
OBJECTIVES:
1 . No later than March 1 , 1992, to evaluate, analyze, and jointly develop
recommendations to City Council on policy options concerning the handling of
citizen complaints regarding City of Fort Collins Police Services and its
employees and volunteers, including an analysis of the processes and role of the
Human Relations Commission.
2. To balance citizen concerns and needs with the established rights of police
employees, to foster the trust of both citizens and City of Fort Collins Police
Services and its employees and volunteers who become involved in complaint
processes, and to address through a community outreach program the concerns of
all parties associated with such processes.
ASSUMPTIONS•
The focus of the workplan is the development of a policy to address current and
future needs and expectations rather than a hearing of past events .
