HomeMy WebLinkAbout1996-037-03/05/1996-SB 96-197 STATE GENERAL FUND RESERVES TRANSPORTATION RESOLUTION 96-37 OF THE CITY OF FORT COLLINS SUPPORTING AMENDMENTS TO SB 96-197 CONCERNING THE FY 1996-97 APPROPRIATION FROM THE STATE GENERAL FUND RESERVES FOR TRANSPORTATION WHEREAS,the Colorado General Assembly previously passed into law House Bill 95-1174 which appropriated $75 million for state highway improvements in FY 1995-96; and WHEREAS,Senate Bill 96-197 would appropriate$115 million to the Colorado Department of Transportation in FY 1996-97 for capital projects for state highways only; and WHEREAS, Senate Bill 96-197 does not include the 60% state-22% counties-18% municipalities formula as established pursuant to Section 43-4-205(6) C.R.S. for the allocation of Highway Users Tax Funds; and WHEREAS, Senate Bill 96-197 does not provide that the funds be available for use for regional transportation priorities including multi-modal transportation needs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT COLLINS, COLORADO: That the City Council of the City of Fort Collins hereby supports the adoption of Senate Bill 96-197 regarding the FY 1996-97 appropriation from the State general fund reserves for transportation improvements in the amount of $115 million, provided that the bill is amended to include the following provisions: 1. Senate Bill 96-197 funds must be available for use for regional transportation priorities including multi-modal transportation needs as approved in the Statewide Transportation Plan as adopted by the Colorado Transportation Commission. 2. Senate Bill 96-197 funds must be allocated on the basis of 60% to the State, 22% to the counties in the State, and 18% to the municipalities in the State.
