OF THE COUNCIL OF THE CITY OF FORT COLLINS
IDENTIFYING AFFORDABLE HOUSING POLICY
IMPLEMENTATION STRATEGIES
WHEREAS, in October 1992, the City Council adopted an affordable housing
policy which defines the City's role and responsibilities related to affordable
housing issues in the community; and
WHEREAS, on June 22, 1993, the Council conducted a work session to review
a variety of implementation strategies for the policy recommended by four Mini-
Task Forces; and
WHEREAS, after due consideration, Council has determined that staff should
develop appropriate ordinances, or other implementation mechanisms, in
furtherance of said strategies and present the same to Council for its review and
approval .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that staff is directed to develop, for City Council consideration, the following
potential affordable housing policy implementation mechanisms:
Section 1. Establishment of a Fort Collins Housing Trust Fund to provide
additional money for affordable housing projects.
Section 2. Appointment of an Affordable Housing Board or temporary task
force to provide recommendations on trust fund expenditures
and to provide recommendations and advice to the City Council
on other affordable housing related issues.
Section 3. Establishment of procedures which would allow non-profit
agencies and for-profit private developers to apply for the
utilization of Community Development Block Grant (CDBG) funds
and/or housing trust funds, which funds may be used to pay
City development fees.
Section 4. Establishment of procedures for affordable housing projects
which would delay the collection of City development fees from
the time of issuance of building permits to the time of
issuance of certificates of occupancy.
Section 5. Revision of the current requirements for PUD Preliminary Plans
and establishment of new "Sketch" Preliminary Plan
requirements, provided that such "sketch" plans present
sufficient information to make informed, competent land use decisions.
Section 6. Rezoning of property to the R-L-M, Low Density Multi-Family,
Zone (which allows the development of multi-family units up to
and including 4-plexes) on scattered sites throughout the
community, to allow for the development of affordable housing
units as uses-by-right.
Section 7. Establishment of notification procedures to encourage
affordable housing support groups and the Affordable Housing
Board to present comments concerning affordable housing needs
at public meetings.
Section 8. Expansion of staff reports on affordable housing development
projects to discuss community-wide affordable housing needs
and policies in greater detail .
Section 9. Amendment of the zoning code to allow accessory dwelling units
in owner-occupied single-family homes in certain districts.
Section 10. Amendment of the zoning code to allow two detached dwellings
with reduced lot area requirements to be constructed on a
single lot in certain zoning districts.
Section 11 . Evaluation of proposed changes to Overall Development Plans
(ODPs) based on the community's need for a variety of housing
types for all income levels and to assure that all areas of
the City are providing for a wide range of housing
opportunities.
Section 12. Elimination of the zoning code limitation related to "family"
size and replacing it with "impact" mitigation regulations,
such as parking requirements, noise limits and property
maintenance.
Section 13. Reduction of the right-of-way width standard for local streets
and certain collector streets which do not provide access to
adjacent properties.
Section 14. Establishment of procedures to assure that developers of
affordable housing units participate on citizen committees
working with Utility Department staffs during their review of
water, sewer, stormwater, and electric utility standards and
regulations. The following are the general areas of concerns:
a. materials
b. review procedures
C. construction procedures
d. methods of allocating costs
Section 15. Establishment of variance procedures which would allow
developers to propose and utilize alternative/innovative
methods of providing utility services, so long as health,
safety, and welfare concerns are not compromised.
Section 16. Review of building codes for cost implications on housing
production and establishment of procedures to include
affordable housing developers on citizen review committees.
Passed and adopted at a regular meeting of the City Co cil held this 20th
day of July, A.D. 1993.
