ENDORSING THE 1994 PLATTE RIVER POWER
AUTHORITY INTEGRATED RESOURCE PLAN
WHEREAS, the citizens of Fort Collins obtain all of their electrical energy
from Platte River Power Authority (Platte River) through an All Requirements
Power Contract; and
WHEREAS, the citizens of Fort Collins have a vested interest in Platte
River effectively meeting its fundamental purpose of providing reliable, cost
effective, environmentally acceptable electric power to Estes Park, Fort Collins,
Longmont, and Loveland ("the Member Cities") ; and
WHEREAS, the citizens of Fort Collins are represented by two of the eight
members of the Platte River Board; and
WHEREAS, Platte River must plan and implement alternatives to meet the
electrical energy needs of the Member Cities; and
WHEREAS, Platte River is anticipating a reduction in hydroelectric peaking
power resources purchased from the Federal Government of 25 MW to 74 MW sometime
between the fall of 1995 and the fall of 1999, due to operational changes
anticipated at. the Glen Canyon Dam; and
WHEREAS, the public input process conducted by Platte River and the City
of Fort Collins has generally indicated that the public seeks a mix of electric
power resources which keeps electric rates low, maintains reliability, and
responds to concerns about the environment; and
WHEREAS, the public has further indicated a strong interest in energy
efficiency and aggressive exploration of renewable energy options; and
WHEREAS, the Fort Collins Electric Board, in fulfilling its responsibility
to advise Council on policy issues pertaining to the Electric Utility, has
examined the proposed IRP and recommends Council endorsement of the plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
COLLINS, that the Council hereby endorses the draft Platte River Power Authority
1994 Integrated Resource Plan, and specifically the following three
recommendations contained therein with one addition as noted below in
Recommendation 2:
Recommendation I -- Demand Side Management
Platte River and the Member Cities should jointly promote cost-effective DSM
activities which reduce the growth of City peak demand, encourage efficient use
of electricity resources and enhance services to customers. The combined goal
of individual and joint programs is to reduce the rate of anticipated growth in
demand by at least 10% per year within five years, 20Y per year within 10 years
and 30% per year within 20 years. In meeting this goal, Platte River anticipates
expenditures equivalent to approximately 1% of Platte River revenue from Member
City sales.
Recommendation 2 -- Renewables:
Platte River should pursue renewable technologies which meet its needs. Specific
criteria should be established within the next 12 to 18 months for evaluating
renewable resource options and proposals for providing renewable resources which
meet these criteria should be solicited.
Recommendation 3 -- Peaking Resource:
Platte River should pursue options for acquiring 25-40 MW of new natural gas
fired peaking resource(s).
