OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE PURCHASE OF UPGRADES FOR TRAFFIC SIGNAL
CONTROLLERS AND THE CITY'S MASTER TRAFFIC CONTROL COMPUTER
FROM IDC/MULTISONICS AS AN EXCEPTION TO THE USE OF A
COMPETITIVE BID OR PROPOSAL PROCESS
WHEREAS, the Council approved Ordinance No. 125, 1994, which allows the
City to utilize $69,000 of federal Surface Transportation Program (STP) funds
administered through the Colorado Department of Transportation (COOT) , with the
City being responsible for $1,000 of local match; and
WHEREAS, Resolution 94-130 authorized the Mayor to enter into an
Intergovernmental Agreement with the Colorado Department of Transportation for
the upgrading of traffic signal controllers and the City's master traffic control
computer; and
WHEREAS, IDC/Multisonics Corporation (IDC/Multisonics) is the only source
that manufactures a compatible system for expanding the existing VMS-330 Master
Traffic Control Computer System; and
WHEREAS, Section 8-160(d) (1) (c) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where the Purchasing
Agent determines that a particular material or service is required to maintain
interchangeability or compatibility as a part of an existing integrated system;
and
WHEREAS, the Purchasing Agent has determined that the procurement from
IDC/Multisonics is required to maintain compatibility with the existing Master
Traffic Control Computer and has submitted this determination to the City
Manager; and
WHEREAS, the City Manager has reviewed and approved this acquisition; and
WHEREAS, Section 8-160(d) (3) of the Code of the City of Fort Collins
requires approval of this purchasing method by the City Council for items costing
more than Fifty Thousand Dollars ($50,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Council hereby approves the acquisition of traffic signal controllers
and improvements to the City's Master Traffic Control Computer from
IDC/Multisonics for an amount not to exceed Sixty-nine Thousand Dollars ($69,000)
without the use of a competitive bid or proposal process.
Passed and adopted at a regular meeting of the City uncil held 1st
day of November, A.D. , 1994.
