OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING APPRECIATION TO GERRY HORAK FOR
HIS CONTRIBUTIONS TO THE COMMUNITY AS
COUNCILMEMBER AND MAYOR
WHEREAS, Mayor Pro Tem Gerry Horak was elected in 1981 , 1985, and 1989 for three
successive four-year terms as Councilmember for District 1; was elected in 1993 for a two-year term
as Councilmember for Council District 6; and served in that capacity until his resignation from the City
Council on October 28, 1994; and
WHEREAS, Mr. Horak was selected from among the Councilmembers to serve as Assistant
Mayor from April 12, 1983 until April 3, 1984, as Mayor from April 3, 1984 until March 12, 1985; and
as Mayor Pro Tern from April 13, 1993 until October 28, 1994; and
WHEREAS, during his tenure, Mr. Horak served on numerous Council committees, including
the Council Finance Committee, the Council Ad-Hoc Governance Committee, the Board of Directors
of Platte River Power Authority, the Council/Staff Organizational Structure Task Force, the Downtown
Development Authority Board of Directors, the Ethics Review Board, the Health and Safety
Committee, the Joint Utility District Advisory Committee, the Poudre Fire Authority Board of Directors,
the Transportation Working Group, the Glacier Park Advisory Team, the Legislative Review
Committee, the Water QualityM/ater Treatment Master Plan Committee, the Regional Water Facilities
Development Committee, the Subcommittee for Legislative Lobbying, the Intergovernmental
Committee, the North District Advisory Committee, the CHOICE Program Task Force, the Poudre R-1
Liaison Committee;the Poudre Study Committee; and
WHEREAS, Mr. Horak also represented the City on various intergovernmental committees and
task forces, including the Larimer-Weld Council of Governments Board of Directors (1981-87) and
as chairman of the Council of Governments (1983-86); a congressional advisory committee on wild
and scenic designation for the Cache la Poudre River (1983-86); the Cache la Poudre Basin-Wide
Advisory Group; the Metropolitan Planning Organization Policy Board; the National League of Cities
Energy, Environment, and Natural Resources Policy Committee (1983-90) and Steering Committee
(1990-94); the Colorado Municipal League's Policy Committee (1982-84) and Environmental Quality
Committee (1981-85); the North Front Range Transportation and Air Quality Planning Council; and
the Governor's Front Range Project (1980-81); and
WHEREAS, Mr. Horak also served as a liaison to numerous Boards and Commissions and
in countless other assignments during his tenures as Councilmember and Mayor; and
WHEREAS, this period of time has seen great growth and change in the City, and Mr. Horak
was called upon to devote substantial time and energy to the affairs of the City of Fort Collins in his
roles as Mayor and Councilmember.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City expresses its sincere appreciation and gratitude to Gerry Horak for his outstanding
service and contributions to the community as Councilmember and Mayor.
