HomeMy WebLinkAbout1994-176-11/01/1994-CITY PARK NINE COLLINDALE FEES GOLF COURSES SOUTHRIDGE GREENS OPTION A RESOLUTION 94-176 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING AND REVISING FEES TO BE CHARGED AT CITY PARK NINE, COLLINDALE, AND SOUTHRIDGE GOLF COURSES BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the following fees and charges schedule shall be in effect for City Park Nine, Collindale, and SouthRidge Golf Courses effective January 1, 1995. CITY OF FORT COLLINS CULTURAL, LIBRARY, AND RECREATIONAL SERVICES GOLF DIVISION 1995 FEES AND CHARGES SCHEDULE Daily Green Fees Collindale and City Park Nine SouthRidge 9-Hole Regular Rate $10.00 $11.00 18-Hole Regular Rate $15.00 $17.00 9-Hole Non-Prime Time Rate $ 9.00 $ 9.00 18-Hole Non-Prime Time Rate $14.00 $14.00 9-Hole Junior Non-Prime Time Rate $ 5.00 $ 5.00 Twilight Rate $ 6.00 $ 6.00 1. In order to enhance revenues during slack times and twilight hours and to encourage junior golf, the Manager of the Golf Division may elect to reduce the regular rates of green fees in the manner provided below. Such reduced rates shall not apply on holidays or during tournament play: a. Non-Prime Time Rates, as based upon reserved/scheduled tee times, shall be applicable daily during the months of October through March; on weekdays only during the months of April (based upon course conditions) and September (excluding holidays) ; and on Monday, Tuesday, Wednesday, and Thursday (except holidays) from 10:30 a.m. until 2:30 p.m. during the months of May through Labor Day weekend. Regular rates shall apply at all other times, except twilight. b. The Twilight Rate shall be applicable on a per course basis during the last 1-1/2 hour of the day until published sunset. c. The Junior Rate (Age 18 and under) shall only be applicable during non- prime time, per each 9-holes of play. d. An average $2 per green fee discount shall be permitted for marketing/promotional purposes, or for winter rates from November through February depending on course conditions. 2. The full pre-payment of 10-play punch cards at all three courses shall be as follows: 9-Hole Punch Card $ 85.00 18-Hole Punch Card $135.00 Annual Passes-Base Rate Single Adult $400 Junior (age 18 and under) $200 Young Adult/Student (age 24 and under) $300 Senior Citizen (age 62 and over) $300 Senior Citizen Spouse $300 Family Rates First Adult $400 Second Adult/Spouse $300 First Child (age 18 and under) $100 Second Child or More $100 Maximum Family Charge $900 3. All 1995 annual passes shall be valid until February 28, 1996. 4. Annual passes shall be limited only to those users having a Fort Collins address, except those non-residents continuing to hold a pass which was originally purchased prior to March 4, 1981. 5. The costs of any annual pass may be reduced by up to 50 percent off the base rate for low income, medical conditions or relocations. 6. If financial circumstances warrant, customers may be allowed to enter into a "Golf Annual Pass Installment Payment Agreement." A $5-per-$100 installment service fee will be added to the base cost of the pass, and there will be no more than four installment payments allowed per customer. 7. An annual pass per play fee of $1.00 for each 9-holes of golf or less will be charged on all annual pass player rounds (except Juniors) at City Park Nine and Collindale (over and above the annual base rates) during non- prime times as defined in I.A. above. 8. An annual pass per play fee of $2 for up to each 9-holes of golf will be charged on all annual pass player rounds (except Juniors) at City Park Nine and Collindale (over and above the annual base rates) during regular "prime times" as defined in 1 . (a.) above. 9. Annual passes may be utilized at SouthRidge Golf Course during non-prime times only as defined in 1. (a.) above at a per play fee of one-half of the posted non-prime time green fee rate, over and above the annual base rates. 2 10. Junior annual pass cardholders will pay an annual pass per play fee of 50 cents, for each 9-holes or less of golf, on all annual pass player rounds at City Park Nine and Collindale (over and above the annual pass base rate) . This fee shall be in effect at all times. Golf Car Rental Fees (All Courses) City-Owned Golf Cars (including sales tax) : Golf Cars Sales Tax Total 9-Holes Regular $11.32 + .68 cents tax = $12.00 9-Holes Senior $ 8.49 + .51 cents tax = $ 9.00 9-Holes Medical/Single $ 5.66 + .34 cents tax = $ 6.00 18-Hole Regular $16.98 + 1.02 tax = $18.00 18-Hole Senior $12.74 + .76 cents tax = $13.50 18-Hole Medical/Single $ 8.49 + .51 cents tax = $ 9.00 11 . Senior Citizens, age 62 and over, shall receive, if requested, a special discount rate on golf car rentals during "non-peak" hours only, as posted. 12. Single rider discounted fees may be provided for appropriate proven special circumstances, such as physical/medical handicap or limitation, or low income. If there is a second rider, that person shall pay the 50 percent balance due on the Regular golf car rental rate. 13. If the sales tax rate changes during the year, the total fee charged for golf car rental will remain the same and the additional (or reduced) sales tax will be paid out of the fee. Privately-Owned Golf Cars (used, not stored)*: City Park Nine Collindale SouthRidae Season $125 $125 $125 Daily $ 10 $ 10 $ 10 *A signed consent form and proof of insurance will also be required. 14. The season rate will be reduced $25 per each course added for a maximum season rate of $325. Golf Service Fees (all courses) Collindale Locker Rental $25 Standard Clubhouse Rental $30 Tournament Service Fee (private and commercial events) $2 per player for 9-holes and $3.00 per player for 18-holes. 3 15. Tournament rates shall normally be the posted green fee rates at the time of the first tee off plus the service fee. Section 2. The Council , as part of the 1995 Annual Appropriation Ordinance, intends to add Forty-five Thousand Dollars ($45,000) of General Fund revenues to the Golf Fund to offset the reduction in golf revenues caused by reduced fees for juniors, senior citizens and others. Section 3. That all fees and charges established herein shall take effect January 1, 1995, and those customers purchasing these 1995 services prior to that date will pay the 1995 rates.
