OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE ACQUISITION OF SERVICES
FROM INSITUFORM PLAINS, INC. , FOR THE
REPAIR OF EXISTING SEWER MAINS
WHEREAS, Insituform Plains, Inc. (Insituform) sells a sleeving method that
has been used previously by the City's Wastewater Utility Department as a viable
method for sewer main rehabilitation; and
WHEREAS, the Wastewater Utility has conducted research proving Insituform' s
method is more cost effective and less disruptive to citizens, businesses and
traffic than the conventional method of excavation and replacement; and
WHEREAS, previous attempts to obtain bids for this work have resulted in
one bid being received from Insituform Plains, Inc. ; and
WHEREAS, funds have been budgeted and approved in the Wastewater Utility
budget for 1992 for this work; and
WHEREAS, Section 8-160(d) (1) (a) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where the Purchasing
Agent determines that only one responsible source exists; and
WHEREAS, the Purchasing Agent has submitted the requisite justification for
this acquisition to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification for
this acquisition; and
WHEREAS, Section 8-160(d) (3) of the Code requires approval of this
purchasing method by the City Council for items costing more than Fifty Thousand
Dollars ($50,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the following acquisitions of goods and services from Insituform Plains,
Inc. , for the relining of certain existing sewer mains, are hereby approved:
Section 1 . Goods and services during 1992 at a cost not to exceed Two
Hundred Thousand Dollars ($200,000) ; and
Section 2. Goods and services during 1993 at a cost not to exceed Three
Hundred Fifty Thousand Dollars ($350,000) , subject to the appropriation of
sufficient funds in 1993 for such goods and services.
Passed and adopted at a regular meeting of the City Council held this 19th
day of May, A.D. , 1992.
