OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING ADDITIONS TO THE OPERATIONS, POLICIES AND
PROCEDURES MANUAL OF THE GOLF DIVISION OF
CULTURAL, LIBRARY AND RECREATIONAL SERVICES
WHEREAS, the City's Golf Division has an Operations, Policies and
Procedures Manual that guides the Golf Division in the operation and management
of the City' s golf courses; and
WHEREAS, the City's Golf Board advises the City about the operation and
maintenance of the City's golf courses as provided in Section 2-238 of the City
Code; and
WHEREAS, the City wishes to amend the Operations, Policies and Procedures
Manual of the Golf Division by adding procedures concerning the Golf Board's
involvement in the City's procurement of goods and services for City-owned golf
courses.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the Council hereby approves the amendment of the Operations, Policies and
Procedures Manual of the City's Golf Division by the addition of the following:
1 . That the Golf Board shall be entitled to appoint two (2) Golf Board
members to serve on any committee established to review proposals received
through the City's request for proposal process for goods, services or
professional services for City-owned golf courses.
2. That the Golf Board shall be given the opportunity to review and make
recommendations concerning the content of all requests for proposals (RFP) used
by the City to procure goods, services and professional services for City-owned
golf courses. The Board shall have the opportunity to review the RFP before the
RFP is advertised.
3. That each member of the Golf Board shall be given the opportunity to
review and make recommendations to the Golf Board members serving on the RFP
review committee concerning all proposals received by the City through a request
for proposal process used to procure goods, services or professional services for
City-owned golf courses.
4. That in the event the City decides to accept a proposal for goods,
services or professional services for City-owned golf courses that is contrary
to the recommendation of the RFP review committee, either the Director of
Cultural , Library, and Recreational Services or the manager of the Golf Division
will meet with the Golf Board to explain why the City does not intend to follow
the RFP review committee's recommendation and to receive further Board input on
the procurement. This meeting with the Golf Board shall take place prior to the
City's acceptance of said proposal .
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 20th day of September, A.D.j1994./�
