HomeMy WebLinkAbout1994-015-01/18/1994-BOARDS AND COMMISSIONS MANUAL CONDUCT OF MEETINGS ROBERTS RULES OF ORDER RESOLUTION 94-15 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AMENDMENTS TO THE BOARDS AND COMMISSIONS MANUAL AS IT RELATES TO THE CONDUCT OF MEETINGS WHEREAS, the City currently has several boards and commissions appointed by the City Council , pursuant to the provisions of the City Charter; and WHEREAS, the areas of responsibilities of these boards and commissions is established by the City Council , as are the rules and regulations governing the conduct of the meetings of these boards and commissions; and WHEREAS, information pertaining to the duties, composition and responsibility of the City's boards and commissions is contained in a Boards and Commissions Manual , maintained by the City Clerk, which Manual was adopted by the City Council by Resolution 90-110; and WHEREAS, the Manual presently provides that, insofar as possible, the conduct of meetings of the City's boards and commissions shall be governed by Robert 's Rules of Order; and WHEREAS, under Robert's Rules of Order, the chairpersons of City boards and commissions would play a more limited role than the Council believes to be in the best interests of the City; and WHEREAS, the Council believes that the Manual should be revised to specificaTly address the role of the chairpersons of City boards and commissions. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That the 1993-94 Boards and Commissions Manual of the City, and all subsequent editions thereof, shall be, and the same hereby is, modified in the following respect: Under "Responsibilities" appearing on page 44 of the Manual , the section pertaining to Conduct of Meetings shall read in its entirety as follows: It is important that boards and commissions conduct their meetings in a manner that is procedurally correct. The Colorado Municipal League has published a handbook entitled "City Councils & Town Boards: Conduct of Meetings." This publication contains excellent materials for the conduct of meetings. It is recommended that boards and commissions follow the procedures for the conduct of meetings as established in the Colorado Municipal League publication, and that Robert's Rules of Order, Newly Revised, be followed as recommended by the Colorado Municipal League publication; provided, however, that the chairpersons of City boards and commissions shall be permitted to participate in the debate of matters presented to such boards and commissions and shall also be permitted to vote on all motions_ made- by members- of such- boards- and- commissions, to the same extent and with the same effect as other members. These rules of procedure may also be further modified by each board or commission, upon majority vote, if the board or commission believes that such modification would enable it to better meet its responsibilities under the Code or Charter and fulfill its functions. Additionally, in those instances where Robert's Rules of Order may be inconsistent with the provisions of the City Charter or the ordinances of the City, the Charter and ordinances shall take precedence. Section 2. That the Manual , as hereby amended, shall remain in full force and effect pending any further modifications or other action by the City Council .
