OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING AN INTEGRATED APPROACH TO THE ABATEMENT OF GRAFFITI
WHEREAS, property defaced without the owner's consent by means of painting,
drawing, writing, etching, and/or carving with a knife, spray paint, ink or other
similar method on public or private property, commonly referred to as "graffiti "
is an act of vandalism or criminal mischief; and
WHEREAS, the City of Fort Collins believes that the presence of graffiti
causes the depreciation of the defaced property, and contributes to the
deterioration of the neighborhood and the beauty of the City of Fort Collins;
and
WHEREAS, the depreciation of property values and deterioration of
neighborhoods leads to economic blight, to an increase in criminal activity, and
is harmful to the public health, safety, morals, and general welfare of the
residents of the City of Fort Collins; and
WHEREAS, the City of Fort Collins believes that the presence of graffiti
constitutes a public nuisance and that timely abatement is important in fighting
this criminal activity; and
WHEREAS, graffiti may also be the first indication of gang activity in an
area and prompt removal delivers a message that the community will not tolerate
gang activity and graffiti .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the City of Fort Collins supports an integrated,
community-based team approach to the process of abatement of graffiti .
Section 2. That as a steward of public property, the City of Fort Collins
policy is to remove graffiti from City property within 72 hours after it has been
reported and, whenever possible, within 24 hours, and requests the cooperation
of other public and private property owners in doing the same.
Section 3. That the City of Fort Collins encourages, fully supports and
pledges to participate in the efforts of public and private entities in working
together to mitigate the occurrence of graffiti in the Fort Collins community.
