OF The Board of Trustees of the CITY OF FORT COLLINS
OPPOSING THE "HALL ANNEXATION" TO THE
TOWN OF WINDSOR
WHEREAS, the Town of Windsor is considering the annexation of approximately
765 acres known as the "Hall Annexation" ; and
WHEREAS, the City of Fort Collins has acquired approximately 160 acres of
land for a future regional wastewater treatment plant, which land is located in
the vicinity of the Hall Annexation; and
WHEREAS, the Council of the City of Fort Collins has determined that the
annexation and development of the Hall Annexation may create political and/or
legal difficulties for the City in the development of its Regional Wastewater
Treatment Plant and may require the City to pursue other more costly options to
meets its future wastewater treatment needs; and
WHEREAS, upon information available to the City Council , the Council
believes that the annexation is not procedurally complete in that no annexation
impact report has been filed with the Board of Commissions of Larimer County
pursuant to Section 31-12-108.5, C.R.S. , and that until such annexation impact
report has been timely and properly filed, the Hall Annexation should not be
considered by the Board of Trustees of the Town of Windsor; and
WHEREAS, the City Council further believes that the Hall Annexation is
premature because the annexation is located in an area of Larimer County
designated for rural uses according to the Larimer County Comprehensive Plan and
that said Plan should be amended to designate such area as an "urban cluster" or
a portion of an "urban growth area" in cooperation with the Board of
Commissioners of Larimer County prior to the Hall Annexation being considered for
annexation by the Board of Trustees of the Town of Windsor.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City of Fort Collins is, for the foregoing reasons, opposed to the
annexation, by the Board of Trustees of the Town of Windsor, of the "Hall
Annexation. "
