OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING THE COUNCIL'S OPPOSITION TO THE MCKEE CHARITABLE
TRUST PRELIMINARY PLAT AND MASTER PLAN
WHEREAS, the McKee Charitable Trust has presented to Larimer County an
application for approval of the McKee Charitable Trust Preliminary Plat and
Master Plan, which constitutes a proposal for the development of approximately
973 acres located partly in the "corridor" between the Cities of Fort Collins and
Loveland (the "Corridor") and partly within the City of Loveland Urban Growth
Area; and
WHEREAS, the application proposes to cluster 328 single-family homes on
approximately 150 acres of the total parcel , which 150 acre parcel would be
located in the Corridor, with the remaining 823 acre open space area to be
partially located within the Loveland Urban Growth Area and partially in the
Corridor; and
WHEREAS, the Council of the City of Fort Collins believes that the McKee
Charitable Trust Preliminary Plat and Master Plan would be contrary to the best
interests of the City because:
(1) the proposed project is inconsistent with the urban growth
area concept that underlies the Urban Growth Area
Intergovernmental Agreement between the City and Larimer
County, in that the proposed cluster of development would be
located outside of the Loveland Urban Growth Area rather than
inside the Loveland Urban Growth Area;
(2) the project will provide sewer service (through a lift
station) to an area of the Corridor which is not presently
possessed of sewer service and would thereby encourage further
development in the Corridor;
(3) the project calls for the extension of County Road 32 in a
manner that is contrary to the Master Street Plan which has
been adopted by both the City of Fort Collins and Larimer
County; and
(4) the area proposed for development lacks adequate transportation
infrastructure to accommodate the additional vehicular traffic that
would be generated by the project; and
(5) the Corridor planning process should be completed before
additional large tracts of land are approved for development
in the Corridor.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the City recommends to the Board of Commissioners of Larimer County that the
McKee Charitable Trust Preliminary Plat and Master Plan should be denied for the
foregoing reasons.
Passed and adopted at a regular meeting of the Council of the City of Fort
