OF THE COUNCIL OF THE CITY OF FORT COLLINS
STATING THE CITY COUNCIL'S SUPPORT OF A PROPOSED LARIMER
COUNTY INITIATIVE FOR ONE-QUARTER CENT SALES AND USE
TAX FOR PARKS, OPEN SPACE AND TRAILS WITHIN
LARIMER COUNTY
WHEREAS, Larimer County recently completed a comprehensive Parks and
Recreation Master Plan; and
WHEREAS, the Larimer County Commissioners are considering placing an
initiative on the ballot for November 8, 1994, for a one-quarter cent sales and
use tax that will begin January 1, 1995, and end December 31 , 2001; and
WHEREAS, the revenue generated by this tax would be used for the
acquisition, development, management and maintenance of open space and trails and
for the renovation of existing parks; and
WHEREAS, City staff recommends that the Council support the proposed
Larimer County initiative- because- of the benefits- that- will- be_ provideid- to- Fort
Collins residents by County parks, open space and trails; and
WHEREAS, Council support for this County initiative is based on the premise
that the benefits received by Fort Collins residents from this tax will be
proportionate to their contribution of tax revenues.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That the City Council supports a Larimer County initiative for
a one-quarter cent sales and use tax to begin January 1, 1995, and end December
31, 2001, with proceeds to be used for County, open space and trail acquisition,
for park renovation and for the management and maintenance of parks, open space
and trails, to be placed on the November 8, 1994 ballot.
Section 2. That the City Council recommends to the Larimer County
Commissioners that the initiative ballot include language that will require the
County to work with the City to ensure that revenues from this tax will be
expended in such fashion that the residents of Fort Collins will receive
proportionate benefits from the tax in relation to their tax contributions.
Section 3. That the City Council also recommends that the Larimer County
Commissioners include language in the initiative ballot to the effect that the
development and improvement of the entryway into the City's Water Treatment Plant
No. 1 will be one of the top priority projects to be funded by these tax revenues
and that the ballot language also include a description of how the tax proceeds
will be distributed geographically throughout the County.
Passed and adopted at a regular meeting of the Council of the Ci f Fort
Collins held this 2nd day of August, A.D. 1994.
