HomeMy WebLinkAbout1994-011-01/18/1994-ACQUISITION NATURAL AREAS IN THE CORE NATURAL AREAS POLICY PLAN POLICY DIRECTION RESOLUTION 94-11 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING ADDITIONAL POLICY DIRECTION FOR THE ACQUISITION OF NATURAL AREAS IN THE CORE OF THE CITY WHEREAS, the 1993-94 Policy Agenda of the City Council directed staff to evaluate existing and potential natural area sites within the Fort Collins Core Area for their potential for acquisition; and WHEREAS, pursuant to Resolution 93-33, City Council established certain policy direction for the acquisition of natural areas in the Natural Areas Policy Plan, dated October 1992, which Plan had been adopted by the Council by the passage of Resolution 92-156; and WHEREAS, the Council of the City of Fort Collins desires to establish additional specific policies to direct the acquisition of natural areas in the Core Area of the City. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1 . That Objective 1 on page 5-3 of the Natural Areas Policy Plan is hereby amended to read as follows: Establish a system of publicly-owned natural areas to protect the integrity of critical conservation sites, protect corridors between natural areas, preserve outstanding examples of Fort Collins' diverse natural heritage, and provide a broad range of opportunities for educational , interpretive, and recreational programs to meet community needs. In intensively developed parts of Fort Collins, especially the Core Area neighborhoods, acquire and restore lands to ensure that opportunities to experience natural area benefits are made available throughout the City. Section 2. That Section 3 of Resolution 93-33, which established certain criteria to guide land acquisition proposals, is hereby amended to read as follows: That land acquisition proposals shall be designed to meet Objective 1 of the Natural Areas Policy Plan. In evaluating potential acquisition sites, priority shall_ b4 given to-- a) natural areas with high resource value; b) properties where there is a willing seller and a comparatively low cost; c) natural areas that are not likely to be preserved without City action; d) natural areas that meet multiple City objectives or known objectives of other public agencies; and e) natural areas that offer special opportunities for public use. In intensively developed parts of Fort Collins, especially the Core Area neighborhoods, where lands with high resource value are scarce, priority shall be given to the acquisition and restoration of lands that would enhance the habitat value of existing natural areas, that meet multiple City objectives, or that offer special opportunities for public use. Section 3. That potential natural area acquisition sites in the core area of the City be evaluated by staff, the Natural Resources Advisory Board and the Parks and Recreation Board during the annual assessment of acquisition priorities.
