OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE PURCHASING AGENT TO ENTER INTO A
CONTRACT, AS A CASE NOT REQUIRING BIDDING, WITH MOORE
GOVERNMENTAL SYSTEMS, INC. FOR SOFTWARE AND PROFESSIONAL
SERVICES FOR FINANCIAL SYSTEMS SOFTWARE
WHEREAS, for the past year a City-wide task force has been studying
the needs of the City with respect to Financial Systems software; and
WHEREAS, this study, involving employees from the Finance Department,
Information and Communication Systems, Light & Power and Water & Wastewater
Utilities, surveyed all City departments to determine the present and
future needs of the City regarding a financial system; and
WHEREAS, that task force recommended that the City purchase multiple
modules of the financial systems and payroll/personnel software developed
by Moore Governmental Systems; and
WHEREAS, the Moore System will meet the City's needs as defined by its
users and will interface with the Utility Customer Service and Billing
System currently in the implementation stage; and
WHEREAS, staff is currently negotiating the price of the Moore System
and the cost is not expected to exceed Three Hundred and Fifty Thousand
Dollars ($350,000) ; and
WHEREAS, this cost will be obtained through lease-purchase funding
approved as a separate item; and
WHEREAS, money for the lease purchase payments has been approved and
budgeted; and
WHEREAS, Section 8-123(a) (4) of the City Code provides for the
purchase of items based on particular individual usage or professional
advice where it is not practical to secure the purchase by `ormal bid; and
WHEREAS, pursuant to Section 8-123(a) (4) of the Code, a case not
requiring the bidding of items to be purchased at a cost not exceeding
Twenty Thousand Dollars ($20,000) must be approved by the City Council .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Purchasing Agent be, and he hereby is, authorized to enter
into a contract with Moore Governmental Systems, Inc. for software and
professional services for Financial Systems and Human Resources
(Payroll/Personnel) System for a sum not to exceed Three Hundred Fifty
Thousand Dollars ($350,000) .
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 18th day of April , A.D.,,1989.
