HomeMy WebLinkAbout1997-085-06/17/1997-AMENDMENT BOARDS AND COMMISSIONS MANUAL RESOLUTION 97-85 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AN AMENDMENT TO THE BOARDS AND COMMISSIONS MANUAL WHEREAS, the City currently has several boards and commissions appointed by the City Council; and WHEREAS, the City's rules and regulations pertaining to membership on said boards and commissions are established by the City Council; and WHEREAS, said rules and regulations are contained in a Boards and Commissions Manual (the "Manual") maintained by the City Clerk, which Manual was adopted by the City Council through adoption of Resolution 90-110; and WHEREAS,the voters of the City of Fort Collins approved Charter Amendment No. 11 at the April 8, 1997 Regular Municipal Election,which Amendment modified Article IV, Section 1 of the City Charter relating to appointive boards; and WHEREAS,the City Council wishes to add information contained in Article IV, Section 1 of the Charter, as amended, to the "General Information" section of the Manual. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the 1996-97 Boards and Commissions Manual of the City of Fort Collins is hereby amended by the addition of a subsection entitled"General Provisions",which shall become the first subsection under the "General Information" section on page 48 of the Manual and which shall read as follows: General Provisions Pursuant to Article IV, Section 1 of the City Charter, the City Council may, by ordinance, establish appointive boards and commissions to advise the Council on various issues and perform such functions as the Council may designate. The ordinance establishing each board or commission prescribes the powers, duties, and operating procedures of the board or commission; establishes the terms of office of the board or commission members, including initial overlapping terms; establishes the amount of compensation, if any,to be paid to the board or commission members; and states whether the board or commission will have alternate members authorized to vote when serving in the absence of regular members. All board and commission members are subject to removal by the Council with or without cause. Any vacancy during the unexpired term of any member is filled by the Council for the remainder of the term. Each board and commission shall choose its own officers from among its members. The Council may change any or all of the powers, duties and procedures of any board or commission and may abolish any board or commission which is not required by the Charter or law. Section 2. That the Manual,as hereby amended, shall remain in full force and effect pending any further modifications or other action by the City Council.
