HomeMy WebLinkAbout1997-082-06/03/1997-APPROVING 1997-98 CDBG COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM RESOLUTION 97-82 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE 1997-98 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE CITY OF FORT COLLINS WHEREAS, the City of Fort Collins has received Community Development Block Grant ("CDBG") funds from the U.S. Department of Housing and Urban Development ("HUD") for federal Fiscal Year 1997 in the amount of$1,188,000; and WHEREAS,program income in the amount of$50,000 is anticipated to be received during the 1997-98 program year; and WHEREAS,reprogrammed funds appropriated and unexpended during the 1996-97 program year in the amount of$18,891 are further available for use in the 1997-98 program, contingent upon adoption of Ordinance No. 89, 1997; and WHEREAS, the available funds, as described above, total $1,256,891 to be disbursed through the 1997-98 CDBG program; and WHEREAS, the CDBG Commission has conducted public hearings to assess community development and housing needs in Fort Collins, and has solicited proposals for CDBG funding; and WHEREAS, the CDBG Commission has received 25 applications, totalling approximately $1.7 million in applications for CDBG funding, subsequently amended to total approximately $1.8 million, and has further interviewed and heard presentations from the applicants regarding said proposals; and WHEREAS,based upon its review of said applications and consideration of the information provided at its public hearings and meetings regarding the proposed CDBG funding, the CDBG Commission has prepared recommendations for the Council,which provide 1997-98 CDBG funding in full for ten of the proposed projects, and in part for an additional ten proposed projects; and WHEREAS,the Council has considered the CDBG recommendations, and has determined that,based thereupon and upon such other information and considerations received by the Council, that the Council shall authorize the 1997-98 CDBG program and disbursement of funds in accordance therewith, as set forth below. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that, contingent upon the adoption of Ordinance No. 89, 1997, the City Manager is authorized to submit the 1997-98 Community Development Block Grant application as follows: PLANNING and ADMINISTRATION (20% of Entitlement Grant and Program Income) FUNDING APPLICANT PROGRAM/PROJECT ------------------------ $116,259 City of Ft.
