ACCEPTING THE REPORT OF THE DIRECTOR OF
ENGINEERING AND DIRECTING STAFF TO
PROCEED WITH THE CHOICES 95 SHIELDS STREET
IMPROVEMENT PROJECTS
WHEREAS, in March 1989, the voters approved a 1/4 cent sales and use tax
to fund the Choices 95 Capital Improvements Program, which program included a
number of streets/transportation projects to improve traffic safety and provide
for increase capacity of major streets and intersections; and
WHEREAS, among the Choices 95 streets/transportation project were two
projects along Shields Street: the Prospect/Shields Intersection, and Shields--
Laurel to Prospect; and
WHEREAS, the public improvements to be constructed in conjunction with
these Shields Street projects are consistent with the Transportation Master Plan
Policies adopted by the Council ; and
WHEREAS, the proposed improvements generally promote the use of alternative
modes of transportation and enhance the safety of bicyclists and pedestrians
along Shields Street; and
WHEREAS, the Council believes that such purposes would be better served by
eliminating the proposed right turn lanes on Shields Street at the intersections
of Shields and Laurel , Elizabeth and Prospect streets; and
WHEREAS, the construction of the public improvements associated with these
Shields Street projects necessitates the removal of a number of trees along
Shields Street; and
WHEREAS, the City has worked with the Prospect/Shields Neighborhood
Association, Colorado State University, other property owners along Shields
Street, and representatives of RELEAF to preserve as many of the existing trees
along Shields Street as possible, given the scope of the public improvements to
be constructed;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the report of the Director of Engineering concerning the foregoing projects,
dated April 13, 1994, is hereby accepted, and City staff is directed to proceed
with the construction of the Shields Street projects as outlined in that report;
provided, however, that the right turn lanes proposed for construction at the
intersections of Shields Street and Laurel , Elizabeth and Prospect streets be
eliminated from the project as proposed.
