HomeMy WebLinkAbout1995-014-02/07/1995-STORMWATER QUALITY STORMWATER UTILITY WATER QUALITY MANAGEMENT WATERSHED APPROACH WATERSHED REPORT RESOLUTION 95-14 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE "WATERSHED APPROACH" TO STORMWATER QUALITY MANAGEMENT WHEREAS,the Goals and Objectives element of the City's Comprehensive Plan directs the City to: (1)ensure that future development will be accomplished so as to create the least degradation of the environment; (2) provide a balanced open space system, including recreation, scenic and natural areas,trails,parks and historical sites; and(3) seek citizen awareness, input and commitment towards maintaining the environmental quality of the area; and WHEREAS, by the adoption of Resolution 92-14, the City Council has previously established a goal of enhancing the environmental quality of our community and has accepted, as a framework for achieving this goal, a report entitled the Framework for Environmental Action for the City of Fort Collins ("the Report"); and WHEREAS, the Report identifies surface water quality as an important component of the overall environmental quality of the community and identifies the City's Stormwater Utility as the lead City department for addressing the quality of surface water within the City; and WHEREAS, protecting and enhancing the quality of such surface waters is within the purposes for which the Stormwater Utility was established under Section 29-492 of the City Code; and WHEREAS,the Stormwater Utility has developed a proposed program for preventing water pollution in the City and addressing more effectively the ecological effects of providing storm drainage services; and WHEREAS, said program is described in a report dated August 11, 1994, and entitled "Stormwater Quality: A Watershed Approach" (the "Watershed Report"); and WHEREAS, the Watershed Report contains certain recommendations for pursuing a "watershed" approach to stormwater quality that would coordinate water quality management efforts among the various affected City departments; and WHEREAS-, the Council has determined that it is in the best interests of the health; safety and welfare of the citizens of the City that this "watershed approach" be approved and that direction be provided with regard to this matter. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby approves the "watershed approach" to stormwater quality management as described in the Watershed Report. Section 2. That the City Council hereby directs the Stormwater Utility to assume the lead role in developing appropriate programs to implement the recommendations contained on page 6 of the Watershed Report.
