COMMITTING TO A PARTNERSHIP
WITH FRONT RANGE COMMUNITY COLLEGE TO BUILD AND
JOINTLY OPERATE A COMMUNITY LIBRARY
WHEREAS,the City has a strong need to expand library services in order to better serve the
Fort Collins Community; and
WHEREAS, Front Range Community College (FRCC) has received funding from the State
Legislature for a campus library; and
WHEREAS, FRCC wishes to enter into a partnership with the City to build and jointly
operate a community library; and
WHEREAS, FRCC will contribute approximately $3,000,000 for the joint library; and
WHEREAS,FRCC has requested that the City contribute$2,000,000 to thejoint library; and
WHEREAS, with these contributions the City and FRCC will be able to construct, equip and
stock a library approximately 30,000 square feet in size containing 40,000 books and media items;
and
WHEREAS, by entering into this partnership the City will gain the benefit of a full service
branch library for much less than half the cost of constructing the library itself; and
WHEREAS, funds for the City's contribution to this project are available in the Use Tax
Carryover Reserve and/or other appropriate funding sources; and
WHEREAS, it is in the best interests of the citizens of Fort Collins for the City to enter into
this partnership with FRCC.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS AS FOLLOWS:
Section 1. That the City of Fort Collins hereby expresses its intention to enter into a
partnership with Front Range Community College (FRCC) to construct and jointly operate a
community library on the College's Larimer Campus, subject to Council's approval of the
intergovernmental agreement and appropriation ordinance referred to in Sections 2 and 3 below.
Section 2. That the City staff is hereby directed to work with FRCC to develop a
proposed intergovernmental agreement for the construction and long-term joint use and operation
of the library and to Submit this agreement, together with a proposed resolution approving the same,
to the Council for its consideration.
Section 3. That City staff is further directed to prepare an ordinance for Council's
consideration appropriating $2,000,000 from the Use Tax Carryover Reserve and/or other
appropriate funding sources, to be used for the construction of the community library, and to submit
said ordinance to Council together with the above referenced resolution authorizing the
intergovernmental agreement with FRCC.
