OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE PURCHASING AGENT TO ENTER
INTO A SOLE SOURCE CONTRACT WITH THE HUMANE
SOCIETY FOR ANIMAL CONTROL SERVICES
WHEREAS, Section 8-160 (d)(1)(a) of the Code of the City of Fort Collins authorizes the
Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive
bidding process where the Purchasing Agent determines that only one responsible source exists; and
WHEREAS, the Purchasing Agent has determined that the Humane Society of Larimer
County is the only responsible source for these animal control services and the Purchasing Agent has
submitted this determination to the City Manager for approval as required by Section 8-160(d)(2)
of the Code; and
WHEREAS, the City Manager has reviewed and approved this procurement; and
WHEREAS, Section 8-160(d)(3) of the Code requires approval of this purchasing method
by the City Council for items costing more than Fifty Thousand Dollars ($50,000).
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council hereby approves the procurement of animal control services
from the Humane Society for Larimer County as an exception to the City's competitive procurement
process for an amount not to exceed One Hundred Eighty-four Thousand Nine Hundred Twelve and
no/100 Dollars ($184,912) and for a term commencing January 1, 1995, and terminating December
31, 1995.
Section 2. That said services shall include general animal control services; the operation and
management of the animal shelter; the provision of personnel trained in the area of animal control;
the provision of uniforms to all animal control enforcement officers; and the provision of humane
and modern vehicles for the safe transportation of animals.
Passed and adopted at regular meeting of Council of the City of Fort Collins held this 21 st
day of March, 1995.
