HomeMy WebLinkAbout1995-082-06/20/1995-CITY OF LOVELAND FORT COLLINS LOVELAND INTERGOVERNMENTAL PLAN LARIMER COUNTY REGION BETWEEN RESOLUTION 95-82 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN INTERGOVERNMENTAL PLAN FOR THE REGION BETWEEN FORT COLLINS AND LOVELAND WHEREAS,maintaining physical separation between the City of Loveland and the City of Fort Collins has been a longstanding public policy goal; and WHEREAS, the City Council included development of a land use plan for the region between Fort Collins and Loveland as a priority project in its 1993-1995 policy agenda; and WHEREAS, the City of Fort Collins, the City of Loveland, and Larimer County have collaborated in the development of an intergovernmental plan entitled "A Plan for the Region Between Fort Collins and Loveland" (the 'Plan"); and WHEREAS, the goals of the Plan are to (1)maintain each community's unique identity; (2) preserve the character of the area as predominately rural; (3) maintain visual and physical separation of communities; (4) preserve significant open lands; (5) develop appropriate strategies to further the implementation of the plan; and(6) include a transportation system that complements the area plan; and WHEREAS, the Plan is intended to serve as a policy guide for each of the participatory jurisdictions to provide a desirable vision for future land development and land conservation patterns for the region between the two cities; and WHEREAS, the land use vision of the Plan is intended to be general in nature to provide flexibility for implementation by the City of Fort Collins,the City of Loveland,Larimer County, and private parties; and WHEREAS, the Plan recommends specific implementation actions that need to be taken to achieve the general vision of the plan; and WHEREAS,by Resolution M5-11, the Planning and Zoning Board recommended thfiiln Plan be approved by CityCoun6l. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Plan is hereby approved by the Council of the City of Fort Collins as a policy guide for the future regulation of development in the region described in the Plan and for the preparation of specific implementation ordinances to be considered by the Council. Section 2. That the City of Fort Collins should engage in ongoing collaboration with the City of Loveland and Latimer County with regard to the-implementation ofthe plan. Section 3. That staff is hereby directed to develop and present for consideration by the Council recommendations regarding the following particular implementation actions as identified in the Plan: o Incorporation of the Plan into the Comprehensive Plan of the City; o Amendments to existing intergovernmental agreements; o A property acquisition strategy; o Amendments to existing regulations and policy documents of the City; o An intergovernmental framework for implementation; o A program for transferrable development rights; o A program for working with affected property owners to develop specific implementation strategies for key areas; o Rural development standards for areas outside urban growth areas; o Revisions to the U.S. Highway 287 Access Control Plan and Design Guidelines for Roads; o Land use controls for the areas within the Loveland/Fort Collins Airport Influence Zone; and o An agricultural preservation strategy. Section 4. That, because the effectiveness of the Plan depends upon its actual implementation in a timely manner, City staff is hereby directed to collaborate with staff members from the City of Loveland and Larimer County and prepare within 90 days a specific work plan and schedule for completion of the implementation measures discussed in Section 3 above.
