OF THE COUNCIL OF THE CITY OF FORT COLLINS
CONCERNING JOINT PLANNING WITH LARIMER COUNTY
AND DEVELOPMENT OF A FORT COLLINS DOWNTOWN CIVIC CENTER PLAN
WHEREAS,the City of Fort Collins and Larimer County have jointly owned Block 31 since
1981; and
WHEREAS, in July 1992, the Fort Collins City Council adopted the General Government
Services Strategic Facility Plan by the adoption of Resolution 92-113; and
WHEREAS, Resolution 92-113 approved a strategy for future planning, and a plan for the
provision of general government facilities; and
WHEREAS, this plan and strategy focus on and emphasize facility space planning and
acquisition in the downtown area for general government facilities and the action steps in the plan
include leasing space, purchasing land, renovating existing buildings and updating space needs and
working closely with Latimer County; and
WHEREAS, Larimer County has developed a Facility Master Plan for Larimer County
Courts, Sheriff and Administration in Fort Collins and Loveland; and
WHEREAS, the City of Fort Collins leases space from Larimer County for its Municipal
Court to be located in the County Courthouse; and
WHEREAS, a Civic Center Concept was developed by individuals from private business and
City and County staff; and
WHEREAS, the Civic Center Concept includes recommendations as to how the City,
Larimer County, and private enterprise can work together to create a vision for government services,
pedestrian areas and walkways, green belts, alternatives in transportation, activity centers and mixed
use at a human scale in the downtown; and
WHEREAS,at the February 28, 1995 worksession City Council asked City staff to work with
the Organizational Development Committee on issues concerning Larimer County facility
development, downtown land disposition/acquisition, General Government Services Strategic
Facilities Plan implementation; and
WHEREAS,the City of Fort Collins has collaborated successfully with elected and appointed
officials to decrease downtown train traffic; and
WHEREAS,on May 24, 1995 the Larimer County Commissioners announced their intention
to proceed with joint facility planning with the City of Fort Collins and the City of Loveland to
coordinate facilities needs prior to going to the voters for approval of funding any County facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS:
That the Fort Collins City Council directs the City to work closely with Larimer County and
with the private sector to accomplish the following:
1. Joint planning for local government facilities.
2. The development of a Fort Collins Downtown Civic Center Plan for the area from
the Lincoln Center to the Poudre River that brings mixes of use together with
pedestrian and alternative transportation connections.
3. Encouraging participation in the Downtown Civic Center Plan by the private sector.
4. The development of recommendations for zoning, infrastructure improvements,
financing, marketing, and phasing necessary to implement the Downtown Civic
Center Plan.
