OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE POUDRE RIVER LAND USE
FRAMEWORK REPORT AND RECOMMENDATIONS
WHEREAS, as part of the 1994 budget process, the City Council appropriated $40,000 to
begin a comprehensive planning study of the Poudre River from Overland Trail Road to I-25; and
WHEREAS, numerous separate and independent studies of this area of the river have been
conducted in the recent past; and
WHEREAS, the separate studies had not been integrated and incorporated into a
comprehensive document that could be utilized for future land use planning along this area of the
Poudre River; and
WHEREAS, the$40,000appropriated by Council in the 1994 budget for the river study was
sufficient to combine and integrate these various separate studies into one document known as The
Poudre River Land Use Framework Report (the "Framework Report"), a copy of which report is on
file with the City Clerk's office; and
WHEREAS, the Framework Report provides the foundation for future planning and study
of land uses for this area of the Poudre River; and
WHEREAS, the Framework Report recommends:
(a) That a master plan of this area of the river should be developed as soon as
possible and should be adopted as an element of the City's Comprehensive Plan.
(b) That the river master plan should encompass the river corridor within the
City's Urban Growth Area and should identify and interrelate various land use
arrangements,policies and implementation strategies for various portions of this area
of the Poudre River.
(c) That while the master plan is being developed,
• the City should acquire certain parcels of land adjacent to the river that
are important to the future use of the river by the community;
• the City should develop a partnership with private interests regarding
future uses and development of the Flatiron property;
• the City should develop a working agreement with gravel mining interests
for reclamation and augmentation of important gravel mining sites; and
• the City should develop and adopt interim guidelines for development
along the river corridor until a master plan has been completed; and
WHEREAS, the Framework Report has been reviewed by the City's Parks and Recreation
Board, Natural Resources Advisory Board, Stormwater Board, Cultural Resources Board, Planning
and Zoning Board, and the Landmark Preservation Commission and these Boards recommend that
Council adopt the Framework Report and its recommendations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Poudre River Land Use Framework Report and the recommendations
contained therein are hereby adopted.
Section 2. That the City Manager is hereby directed to continue to develop a Master Plan
for the Poudre River Corridor within the City's Urban Growth Area which is consistent with the
Framework Report, and is further directed to implement the recommendations of the Framework
Report.
