OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING POLICY DIRECTION FOR THE STAFF
CONCERNING TRASH COLLECTION AND WASTE STREAM REDUCTION
WHEREAS, as part of its 1993-1995 Policy Agenda, City Council requested that Staff
develop recommendations regarding how best to accomplish the Council's goals of increasing
participation in curbside recycling and reducing the number of trash trucks on residential streets; and
WHEREAS, Council directed Staff to focus efforts on an integrated waste management
approach to accomplish the aforesaid goals and bring to the Council recommendations for an
Integrated Municipal Solid Waste Management Action Plan; and
WHEREAS,at the November 8, 1994 Council Worksession,Staff brought recommendations
to the Council for an Integrated Municipal Solid Waste Management Plan focusing on goals and
objectives, recycling/waste reduction education, commercial recycling, curbside recycling,
composting, and impacts of trash trucks; and
WHEREAS, the Staff has recommended that the City establish a goal to reduce Fort Collins'
total waste stream by 20% (using 1993 as the base year) by the year 2000, despite community
growth, and to reduce by 20% to 30% the landfilled waste; and
WHEREAS, specific targets to achieve this recommended goal include:
• Reduction of the average number of trash trucks per week on residential streets from
six to two on at least 80-85% of the residential streets.
• Diversion of 70-80% of the compostable material currently being landfilled, and
conversion into a useable product.
• Increased participation in the residential curbside recycling services to 80-90%.
• Based on 1991-1992 landfill data, reduction by 35% in the paper products from
commercial waste customers.
• Increased participation in commercial recycling services (for all recyclable materials)
to 50%.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Staff be and hereby is directed to implement the following actions in order to
achieve the aforesaid objectives:
1. Continue to focus on a private approach to trash collection and hauling with private
haulers contracting directly with residents and businesses for services.
2: implement a Phase 1 consultant study to explore an array of options for achieving the
City's solid waste management goals that would include without limitation the creation of a City
utility that would include subdividing all or any portion of the City into districts and subcontracting
with private haulers for services.
3. Implement the following program changes and legislative actions:
a. Proactively work with neighborhood associations, HOAs, and other groups
to consolidate solid waste and recycling services.
b. Work closely with haulers and businesses to implement a commercial
recycling plan.
C. Establish a process to measure and monitor how well the Council's goals and
objectives are being met.
d. Require new project developments (PUD and subdivisions) to consolidate
solid waste and recycling services.
e. Require haulers to charge the same for each volume of waste collected. Link
the timing of this requirement to the opening of the composting facility.
f. Bundle trash and recycling services together.
g. Pursue establishing a composting facility with planned opening in January
1996.
h. Assume primary responsibility for residential and commercial public
education/marketing efforts. Increase trash truck annual licensing fee to pay
a portion of this effort. In addition to education, increase the City's focus on
marketing recycling services. Develop ways to measure effectiveness of
marketing efforts.
