OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE UPDATE TO THE PARKS AND RECREATION POLICY PLAN
AS AN ELEMENT OF THE CITY'S COMPREHENSIVE PLAN
WHEREAS, staff, working with EDAW/HRV, has evaluated current policies and goals for
the City's Parks and Recreation Department, and has examined the trends and demands on the
existing park system, including trails and natural areas; and
WHEREAS, the product of that analysis has been presented in an updated Parks and
Recreation Policy Plan (formerly known as the Parks and Recreation Master Plan), dated September
17, 1996 (the "Plan"); and
WHEREAS, the Plan is the result of a long range evaluation of the Parks and Recreation
services and facilities of the City, and establishes a comprehensive vision for such services and
facilities for the next ten years in the City; and
WHEREAS,customer surveys from 1990 and 1994 for all major users of the City's Park and
Recreation system and a 1994 needs assessment questionnaire were conducted and the results used
in the inventory and analysis for the Plan; and
WHEREAS, a Citizen Advisory Committee of over twenty members met to consider issues
related to the Plan and to review draft policies and recommendations in the development of the Plan,
for over a year; and
WHEREAS, two public open houses were conducted in 1995, at which community
comments and concerns were solicited, and received, and ultimately considered in the development
of the Plan; and
WHEREAS,during the course of the last two years,the City Council has considered the Plan,
in progress, at several Council study sessions; and
WHEREAS, the Natural Resource Advisory Board and Parks and Recreation Board have
been actively involved in the development of the Plan throughout the process; and
WHEREAS, staff has worked to coordinate the Plan with other City Comprehensive Plan
components, including the Master Street Plan, Pedestrian Plan, and stormwater management
policies; and
WHEREAS, the Landmark Preservation Commission considered the Plan at its meeting on
July 23, 1996, and expressed informal support for the Plan; and
WHEREAS, the Transportation Advisory Board reviewed the Plan at its meetings on July
24 and August 7, 1996, and provided comments to staff, which have been incorporated in the Plan;
and
WHEREAS, the Storm Drainage Board reviewed and unanimously approved the Plan at its
August 8, 1996, meeting; and
WHEREAS, the Planning and Zoning Board reviewed the Plan on September 9, 1996, and
voted unanimously to approve the Plan with a recommendation that analysis of additional impact
fees be conducted, and plans for the necessary analysis have been added to the implementation phase
of the Plan to be addressed within the next six to twelve months; and
WHEREAS, the Parks and Recreation Advisory Board has reviewed the Plan on numerous
occasions, and has previously made recommendations which have been incorporated into the Plan,
and that Board considered and recommended approval of the Plan at its September 25, 1996,
meeting; and
WHEREAS,comments previously received from the Natural Resources Advisory Board have
been incorporated into the Plan, which was considered and approved by that Board at its September
26, 1996, meeting; and
WHEREAS, the Parks and Recreation Policy Plan is intended to be a component of the
City's Comprehensive Plan; and
WHEREAS, based on the foregoing and other information presented to it, the Council has
determined that it is in the best interests of the citizens of the City that the update to the Parks and
Recreation Policy Plan be adopted as an element of the City's Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that the Fort Collins Parks and Recreation Policy Plan, dated November 1996, a copy of
which is on file in the office of the City Clerk, be and hereby is, adopted as an element of the City's
Comprehensive Plan.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this
3rd day of December, A.D. 1996.
